AB 32; California Global Warming Solutions Act of 2006

Requires California to reduce its GHG emissions to 1990 levels by 2020 — a reduction of approximately 15 percent below emissions expected under a “business as usual” scenario. It also requires that at least 25% of cap-and-trade revenues go to projects that benefit disadvantaged communities, and requires that the state board adopt regulations to require the reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance with this program.

Calls for the California Air Resources Board (CARB or Board) to convene an Environmental Justice Advisory Committee (Committee), to advise the Board in developing the Scoping Plan, and any other pertinent matter in implementing AB 32.
