California Apprenticeship Council Training Funds

Contractors on public works projects must pay training fund contributions as required by California Labor Code §1777.5. These contributions help ensure new apprentices receive high-quality training and that skilled trades continue as journeypersons retire. Each year, the California Apprenticeship Council distributes these funds as grants to approved multi-employer apprenticeship programs who serve the same craft or trade and geographical area where the training contributions were made.  

The CAC was established by the Shelley-Maloney Apprentice Labor Standards Act of 1939. The council holds an open quarterly meeting to conduct the business of apprenticeship in California and fulfill its statutory responsibilities: issuing rules and regulations on specific apprenticeship subjects to be published in the California Code of Regulations, and conducting appeals hearings.

Clean Transportation Program Investment Plans

The program invests up to $100 million annually, leveraging public and private investments to accelerate the development of clean, efficient, low-carbon technologies to reduce greenhouse gas emissions and petroleum dependence. Each year, the Energy Commission prepares an investment plan to determine funding priorities and opportunities.

The California Energy Commission launched the Fast Charge California Project, a $55 million incentive program offering up to 100% of the installation costs for electric vehicle fast chargers at businesses and public sites across the state. To qualify, sites must be publicly accessible, and priority will be given to locations in tribal areas, disadvantaged communities, and low-income communities – areas often underserved by fast-charging infrastructure. Eligible locations include convenience stores, gas stations, retail centers, parking lots, and other high-traffic destinations.

Fast Charge California Project

The California Electric Vehicle Infrastructure Project (CALeVIP) provides funding for installing publicly available EV charging stations to support the rapid adoption of electric vehicles across California. CALeVIP is a key part of the state’s plan to efficiently and equitably electrify the transportation sector and reduce pollution that harms the environment and human health. CALeVIP is one of the many funding opportunities The California Energy Commission (CEC) offers to advance the state’s transition to clean energy and transportation.

California Electric Vehicle Infrastructure Project

Clean Mobility Options (CMO) is a statewide public program that empowers under-resourced communities across California to better understand and overcome mobility obstacles with vouchers that fund community needs assessments and clean, shared, zero-emission transportation projects. It provides funding and technical support for two types of projects: clean mobility projects and community transportation needs assessments. 

Goals include:

- Improve access to clean mobility options that are safe, reliable, convenient, and affordable.
- Advance workforce development in the clean transportation sector.
- Increase zero-emission vehicle adoption.
- Reduce vehicle miles traveled.
- Advance mobility equity.
- Improve local air quality.

Senate Bill 150 

After passage of the Bipartisan Infrastructure Law, the state passed SB150, which directed the California Department of Transportation to work collaboratively with the California Workforce Development Board to support the state’s High Road Construction Careers program. The program will use $50 million to support providers that have a memorandum of understanding (MOU) with at least one of the following: a Workforce Development Board, Building Trades Council, Joint Apprenticeship Training Committee, or a provider of the Multi-Craft Core Curriculum, as well as at least one community benefits organization. The High Road Construction Careers program supports 13 projects delivering high-quality training and providing career pathways to good-paying jobs.

Senate Bill No. 136: Prevailing Wages

This bill expands the definition of “public works” for the purposes of provisions relating to the prevailing wages to include any construction, alteration, demolition, installation, or repair work done under private contract that is related to energy. Because the violation of prevailing wage requirements by local public entities when engaged in these public works projects would result in the imposition of misdemeanor penalties, this bill imposes a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill provides that no reimbursement is required by this act for a specified reason.
