California Apprenticeship Council Training Funds

Contractors on public works projects must pay training fund contributions as required by California Labor Code §1777.5. These contributions help ensure new apprentices receive high-quality training and that skilled trades continue as journeypersons retire. Each year, the California Apprenticeship Council distributes these funds as grants to approved multi-employer apprenticeship programs who serve the same craft or trade and geographical area where the training contributions were made.  

The CAC was established by the Shelley-Maloney Apprentice Labor Standards Act of 1939. The council holds an open quarterly meeting to conduct the business of apprenticeship in California and fulfill its statutory responsibilities: issuing rules and regulations on specific apprenticeship subjects to be published in the California Code of Regulations, and conducting appeals hearings.

Emergency Amendment and Adoption of Vehicle Emissions Regulations

The California Air Resources Board (CARB) permanently adopted the Emergency Vehicle Emissions Regulations which had previously been adopted in 2025 as a temporary measure. The temporary action was in response to the unprecedented federal assault on some of California’s vehicle emissions regulations. The amendments confirm that earlier vehicle emissions regulations remain in-place. 

Specifically, the emergency regulations clarify that vehicle and engine manufacturers may continue to seek CARB certification to the emission standards and requirements that were in effect prior to the adoption of ACC II and Omnibus regulations. US EPA waived preemption for these earlier regulations in actions not targeted for disapproval.  

Manufacturers may also voluntarily comply with ACC II and Omnibus requirements. Doing so provides further regulatory certainty that they remain in compliance with California law in the event the court agrees the federal government's purported disapproval of certain California waivers was unlawful. Manufacturers may also benefit in other ways, including through state procurement preferences and other state-funded programs. 

Clean Transportation Program Investment Plans

The program invests up to $100 million annually, leveraging public and private investments to accelerate the development of clean, efficient, low-carbon technologies to reduce greenhouse gas emissions and petroleum dependence. Each year, the Energy Commission prepares an investment plan to determine funding priorities and opportunities.

The California Energy Commission launched the Fast Charge California Project, a $55 million incentive program offering up to 100% of the installation costs for electric vehicle fast chargers at businesses and public sites across the state. To qualify, sites must be publicly accessible, and priority will be given to locations in tribal areas, disadvantaged communities, and low-income communities – areas often underserved by fast-charging infrastructure. Eligible locations include convenience stores, gas stations, retail centers, parking lots, and other high-traffic destinations.

Fast Charge California Project

The California Electric Vehicle Infrastructure Project (CALeVIP) provides funding for installing publicly available EV charging stations to support the rapid adoption of electric vehicles across California. CALeVIP is a key part of the state’s plan to efficiently and equitably electrify the transportation sector and reduce pollution that harms the environment and human health. CALeVIP is one of the many funding opportunities The California Energy Commission (CEC) offers to advance the state’s transition to clean energy and transportation.

California Electric Vehicle Infrastructure Project

Clean Mobility Options (CMO) is a statewide public program that empowers under-resourced communities across California to better understand and overcome mobility obstacles with vouchers that fund community needs assessments and clean, shared, zero-emission transportation projects. It provides funding and technical support for two types of projects: clean mobility projects and community transportation needs assessments. 

Goals include:

- Improve access to clean mobility options that are safe, reliable, convenient, and affordable.
- Advance workforce development in the clean transportation sector.
- Increase zero-emission vehicle adoption.
- Reduce vehicle miles traveled.
- Advance mobility equity.
- Improve local air quality.

SB 429: Wildfire Safety and Risk Mitigation Program

Establishes a Wildfire Safety and Risk Mitigation Program in the Department of Insurance to fund creation of a wildfire catastrophe model and related research. The program provides grants to universities to develop, test, and deploy a wildfire loss model. California will use the model and associated research to guide wildfire risk mitigation and land‑use decisions as well as support more data backed insurance regulations and pricing across the state's high‑risk communities.

[Luna,Wendy] CA Nature-Based Solutions Executive Order N-82-20

This Executive Order establishes an official state goal to conserve at least 30 percent of California's land and coastal waters by 2030 to combat the intersecting biodiversity and climate crises. The California Natural Resources Agency, in consultation with the California Department of Food and Agriculture, the California Environmental Protection Agency and other state agencies, is directed to establish the California Biodiversity Collaborative (Collaborative) to bring together other governmental partners, California Native American tribes, experts, business and community leaders and other stakeholders from across California. State agencies will work will the Collaborative to leverage nature-based solutions such as inventorying current conservation efforts, enhancing soil health, practicing sustainable forest management, expanding outdoor and recreation access, integrating traditional ecological knowledge into biodiversity conservation plans, and more.
