Clean Miles Standard

In accordance with the implementation of SB 1014 of 2018, the California Air Resources Board (CARB) today adopted a regulation requiring that rideshare companies begin electrification of their California fleets starting in 2023 – another step towards meeting the state’s 2030 climate goal of reducing greenhouse gas (GHG) emissions 40 percent below 1990 levels, achieving statewide carbon neutrality by 2045, aligning with Governor Newsom Zero Emission Vehicle Executive Order (N-79-20) and fulfilling the state’s air quality goals.

The Clean Miles Standard, as implemented by SB 1014, requires that rideshare companies operating in California meet annual GHG and electrification targets, which will align ridesharing companies with other corporate fleet requirements. By 2030, the regulation would require that rideshare companies achieve a level of zero greenhouse gas emissions and to ensure 90 percent of their vehicle miles are fully electric.

The Clean Miles Standard Program, also known as CMS, is a regulation developed by the California Air Resources Board (CARB) and implemented by the California Public Utilities Commission (CPUC) that seeks to reduce greenhouse gas (GHG) emissions from passenger ride-hailing services operated by transportation networks companies (TNCs) such as Uber and Lyft. With CARB’s vehicle emissions expertise and authority and the CPUC’s authority over TNC permits in the state, the Clean Miles Standard is a joint effort to gradually increase zero-emission miles for TNC services and reduce GHG emissions. The regulation establishes an annual increase in the percent of zero-emission passenger miles traveled and GHG emission reduction targets that TNCs are required to meet so that by 2030 and later, 90% of annual rideshare VMT must be electric and GHG emissions are 0 grams per passenger mile traveled.

The California Public Utilities Commission (CPUC) today approved new incentives to reduce transportation emissions and accelerate rideshare driver adoption of electric vehicles. The incentives will help low- and moderate- income drivers that perform a high volume of rides for rideshare companies, like HopSkipDrive, Lyft, and Uber to purchase or lease zero-emission vehicles.

As part of the Clean Miles Standard program, the CPUC today approved the initial implementation plan for the Drivers Assistance Program, also known as Rideshare Incentives for Driving Electric (RIDE). The program will provide eligible drivers with financial assistance that includes:

- Up to $20,300 toward the purchase or lease of a new zero-emission vehicle (ZEV).
- Up to $14,200 toward the purchase or lease of a used ZEV.
- Up to $1,170 annually to help offset charging costs for eligible drivers.

RIDE is a statewide program designed for high-volume, income-qualified drivers in California who currently drive for Uber, Lyft, or HopSkipDrive. RIDE provides financial incentives for eligible drivers to purchase or lease an electric vehicle and support ongoing charging costs up to the following levels:

- New EV: $20,300
- Used EV: $14,200
- Plus charging support: $1,170/year up to 4 years

During the maiden voyage of the San Francisco Bay Area’s first plug-in hybrid electric ferry today, Governor Edmund G. Brown Jr. signed a comprehensive package of bills aimed at dramatically reducing carbon emissions by boosting the number of zero-emission vehicles and charging stations in California and getting dirty cars and trucks off the road.

SB 1014  directs the state to develop emissions reduction targets for ride-hailing services, which represent a growing element of California’s transportation sector. This bill will help ensure that work the Governor has set into motion to increase adoption of zero-emission vehicles in public and private fleets throughout the state continues.
