Greenhouse Gas Emissions Reporting; Heating Fuels Emissions Reporting

Massachusetts’ 310 CMR 7.71 establishes statewide GHG emissions registration, reporting, and verification obligations, particularly targeting heating fuel suppliers and storage facilities. The 2024 amendments introduce quarterly CO₂ emissions reporting by suppliers (beginning 2025) and monthly fuel‐shipment reporting by storage operators. Registration in the state’s CHETS system is required, with deferred deadlines (e.g. Jan 31, 2025). Existing facilities that exceed 5,000 short tons CO₂e annually are still subject to the historical annual facility reporting obligations.
