An Act Relative to Green Communities

The Green Communities Act contains an array of new requirements, authorizations, and objectives to promote energy efficiency, as well as the development of renewable and alternative energy projects and industries in the Commonwealth. 
The Green Communities Act establishes the following important goals for the Commonwealth:
- By 2020, at least 25% of the Commonwealth's electric load to be met with demand-side resources
- By 2020, 80% annual efficiency for combined heat and power systems
- By 2020, at least 20% of the Commonwealth's electric load to be met through new, renewable and alternative energy generation
- By 2020, 10% reduction (from 2007 levels) in the use of fossil fuel in buildings, through increased efficiency of both equipment and building envelopes
- By 2017, 10% reduction in total energy consumption in the Commonwealth through the development and implementation of the Green Communities Program

The Act also authorizes DPU to approve and fund gas energy efficiency programs proposed by gas distribution companies, including, but not limited to, demand-side management programs, combined heat and power and geothermal heating and cooling projects.

Executive Order 626: Creating the Governor's Transportation Funding Task Force

Alongside her Fiscal Year 2025 budget, Governor Healey signed an executive order to create a new Transportation Funding Task Force. This Task Force will be composed of public and private-sector leaders, representing communities of all sizes across Massachusetts, that will spend the next 12 months examining the state’s transportation system and developing recommendations for a long-term, sustainable transportation finance plan that can support safely and reliably support road, rail and transit systems throughout our state.

Mass Save is a collaborative of Massachusetts’ electric and natural gas utilities and energy efficiency service providers including Berkshire Gas, Cape Light Compact, Eversource, Liberty, National Grid, and Unitil. It empowers residents, businesses, and communities to make energy efficient upgrades by offering a wide range of services, rebates, incentives, trainings, and information.

Mass Save Program

Massachusetts and Rhode Island Coordinated Offshore Wind Procurement

Rhode Island and Massachusetts announced the selection of 2,878 megawatts (MW) of offshore wind in the first coordinated procurement of its kind. As a part of the procurement, Massachusetts selected 2,678 MW in total from three projects, and Rhode Island selected 200 MW from one project. Through this procurement, offshore wind will power over 125,000 Rhode Island homes and 1.4 million Massachusetts homes.

The Task Force shall review current and projected revenue sources for transportation funding and consider their adequacy to meet long-term transportation funding needs. In formulating its recommendations, the Task Force shall consider: 

- available financing opportunities for funding the transportation system of the future; 
- the clean energy transformation of the transportation system and its implications; 
- how pricing mechanisms may be used to advance transportation and resiliency goals and generate sustainable funding;
- strategies for encouraging mass transit, bicycle use, pedestrian-friendly development, and transit-oriented housing and economic development, and discouraging carbon-intensive transportation uses; and 
- the need to create and support a workforce capable of sustaining the implementation of a long-term transportation finance plan.
