Executive Order N-19-19

Directs the Department of Finance to leverage state's $700 billion investment portfolio to advance California's climate leadership through a Climate Investment Framework.

Directs the State Transportation Agency (CalSTA) to leverage more than $5 billion in annual state transportation spending for construction, operations, and maintenance to help reverse the trend of increased fuel consumption and reduce GHG emissions associated with the transportation sector. Requires CalSTA to coordinate with the Department of Finance to align the state's climate goals with transportation spending, programming, and mitigation; reduce vehicle miles traveled by supporting housing production near available jobs in accordance with the state's smart growth principles; reducing congestion through mode shift; funding transportation options that contribute to overall health and reduce GHG emissions such as transit, walking, biking and other active modes; and mitigating increases in transportation costs for lower income Californians.

Directs the Department of General Services to minimize the state government's carbon footprint.

Directs the California Air Resources Board to accelerate progress towards CA's goal of 5 million ZEVs by 2030 through the development of new criteria for a clean vehicle incentive program; new strategies to increase demand for new and used ZEVs; and consider strengthening or adopting new regulations to achieve the necessary GHG reductions in the transportation sector.

Require the state fleet to reduce its petroleum consumption by 50 percent (from 2015 levels) by 2030 and reduced its GHG emissions by 40 percent (from 1990 levels).

DGS will prohibit purchasing by state agencies of any sedans solely powered by an internal combustion engine, with exemptions for certain public safety vehicles.

3. The Department of General Services shall leverage its management and ownership of the state's 19 million square feet in managed buildings, 51,000 vehicles and other physical assets and goods to minimize state government's carbon footprint. 
To accomplish this, the Department of General Services shall:
c. Reduce greenhouse gas emissions and mitigate climate risk from
the state's owned and future-leased buildings,
d. Manage energy demand to maximize benefits to the grid, and
