CPRG Implementation Grant: New England Heat Pump Accelerator

The Rhode Island Office of Energy Resources, along with coalition member States Connecticut (lead applicant), Maine, Massachusetts, and New Hampshire, collectively received $450 million in EPA Climate Pollution Reduction Grant (CPRG) Program Implementation Funds for the New England Heat Pump Accelerator Coalition. This coalition will leverage the power of a multi-state market to rapidly accelerate the adoption of cold-climate air-source heat pumps, heat pump water heaters, and ground source heat pumps in single-family and multifamily residential buildings across the region. Through this effort, the coalition will collectively: 
- Install nearly 580,000 electric heat pumps with the goal of heat pumps reaching at least 65% of residential-scale heating, air conditioning, and water heating sales by 2030 and 90% by 2040.
- Provide training for contractors to integrate electricity into existing manufacturer and distributor training and ensure quality installation of electric heat pumps. 
- Improve indoor and outdoor air quality, lower energy costs and energy burden, improve housing quality and comfort, and create local well-paying jobs. 
- Allocate 40% of funding to low-income and disadvantaged communities. 
- Provide incentives at the distributor level in an attempt to create a greater shift in market behavior.

Rhode Island Home Energy Rebates Funding Allocation

President Biden’s Inflation Reduction Act established the Home Electrification and Home Efficiency Rebate Programs (together, the Home Energy Rebate Programs). The Home Energy Rebate Programs include $8.8 billion dollars in grant funding for states and Tribes to establish consumer home energy rebate programs, enabling communities to make homes more energy efficient, upgrade to electric appliances, and cut energy costs. Rhode Island was allocated about $64 million.

Massachusetts and Rhode Island Coordinated Offshore Wind Procurement

Rhode Island and Massachusetts announced the selection of 2,878 megawatts (MW) of offshore wind in the first coordinated procurement of its kind. As a part of the procurement, Massachusetts selected 2,678 MW in total from three projects, and Rhode Island selected 200 MW from one project. Through this procurement, offshore wind will power over 125,000 Rhode Island homes and 1.4 million Massachusetts homes.

The Home Electrification and Appliance Rebates program, administered by the Rhode Island Office of Energy Resources, will support the adoption of ENERGY STAR-certified heat pump clothes dryers, electric stoves, ranges, ovens, or induction cooktops, and improvements to electric wiring and electric load service centers for Rhode Island residents. OER has received $31,820,030 from the U.S. Department of Energy to fund this multi-year program.
