H 5967/S 0035: Establishment of the Ocean State Climate Adaptation and Resilience (OSCAR) Fund

Governor Daniel McKee signed H 5967/S 0035 into law to establish the Ocean State Climate Adaptation and Resilience (OSCAR) Fund. The fund aims to enable cities, towns and the state to apply for grants to fund projects that restore and improve the climate resilience of vulnerable coastal habitats, as well as river and stream floodplains with priority to projects that improve community resilience and public safety.

This program is in memory of Erika Niedowski in honor of a dedicated public servant, journalist and clean energy advocate. She passed away in 2020.

The Erika Niedowski Memorial Electric Bicycle rebate helps increase access to zero emission electric bicycles, making them more affordable and accessible to Rhode Islanders.

In 2021, the Rhode Island General Assembly adopted legislation establishing the Ocean State Climate Adaptation and Resilience (OSCAR) Fund as a program to be administered jointly by the Rhode Island Infrastructure Bank (RIIB), the RI Department of Environmental Management (DEM) and the RI Coastal Resources Management Council (CRMC). Rules governing the new program were adopted in 2023. The program provides financial assistance in the form of grants for adaptation and resilience projects that protect or enhance coastal or riverine habitats to address the impacts of climate change. The program is limited to projects on public lands, including lands that provide public access to shorelines and riverbanks. Rhode Island Priority Climate Action Plan

Rhode Island intends to closely align the development of the 2025 Climate Strategy with the priorities identified in this PCAP and the larger CCAP (due later in 2025). Robust stakeholder engagement and explicit consideration of equity and justice will be critical to the success of each process. The measures contained herein should be construed as broadly available to any entity in the state eligible for receiving funding under the EPA’s Climate Pollution Reduction Implementation Grants (CPRG) and other funding streams, as applicable. Rhode Island has prioritized GHG reductions measures that maximize emission reductions, deliver benefits to low-income and disadvantaged communities, and leverage existing programs, policies, programs, and related federal funding sources to advance the state’s climate priorities via cost-effective measures.

Rhode Island Solar for All

The Rhode Island coalition of applicants is proposing the launch and expansion of a comprehensive suite of seven financial assistance programs and several project deployment technical assistance initiatives designed to equitably address barriers to solar adoption in Rhode Island’s low-income and disadvantaged communities. All financial assistance programs are tailored to defray specific and longstanding financial barriers to solar adoption while addressing the needs of low-income renters and homeowners. The following financial assistance programs specifically deliver meaningful benefits of reliable solar power directly to RI's most historically underserved communities through low-income and DAC-specific eligibility requirements.
