Metropolitan Greenhouse Gas Reduction Targets

This division requires cities, counties, and Metropolitan Service District serving the Portland metro area (Metro) to change transportation and land use plans to significantly reduce pollution from light vehicles. This division places specific requirements on Metro in recognition of its unique status in Oregon. This division also requires cities and counties within other metropolitan regions to work together to prepare a preferred land use and transportation scenario that describes a future set of desired transportation facilities, alternative future land use patterns, and policies that will reduce greenhouse gas pollution from light vehicles. This division requires the cities and counties within a metropolitan area to prepare a transportation and land use scenario plan that defines and implements a preferred scenario, identifies performance measures for tracking progress, and works to not only avoid or mitigate any impacts to underserved populations, but to improve outcomes for these communities over time.

Targets are the reductions beyond reductions in emissions that are likely to result from the use of improved vehicle technologies and fuels.

The Greenhouse Gas, or GHG, Emissions Reduction Toolkit is a collection of strategy reports and case studies designed to help local jurisdictions identify and explore the kinds of actions and programs they can undertake to reduce vehicle emissions. Additionally, they are designed to meet other community goals, such as spur economic development, increase biking and walking, support downtowns, create healthy livable communities and more.

Greenhouse Gas Emissions Reduction Toolkit

"Target” means a reduction from 2005 emission levels of per capita greenhouse gas emissions from travel in light vehicles. Targets are the reductions beyond reductions in emissions that are likely to result from the use of improved vehicle technologies and fuels.

Oregon Joins the White House America the Beautiful Freshwater Challenge

Oregon joined the list of over 160 partners participating in the White House’s America the Beautiful Freshwater Challenge. The initiative sets new national goals for wetland, river, and stream reconnection, restoration, and conservation, and calls on states, territories, Tribes, local governments, businesses, and non-governmental organizations to advance their own actions in support of these shared goals.

Oregon Priority Climate Action Plan

The Oregon Departments of Environmental Quality and Energy developed Oregon’s Priority Climate Action Plan as part of an Environmental Protection Agency Phase I Climate Pollution Reduction Grant. The EPA has stated objectives to prioritize grant funds: 1) that achieve maximum reductions in greenhouse gas emissions while driving benefits to surrounding communities, and 2) to invest in measures that are ready to receive funds to use over the next several years. Oregon has taken those objectives to heart, and that is reflected in the framework of our state’s plan. This plan is not designed to address all the necessary and needed actions for emission reductions in Oregon. Instead, it has been developed to achieve the most reductions in the short term so that longer term planning, engagement, and development can be a future focus.  DEQ and ODOE selected the measures in this plan to meet EPA’s criteria in the implementation grant notice guidance, prioritizing greenhouse gas reductions over the next several years. This plan utilizes the work already done in Oregon by building on existing analyses, policies, and programs. This plan is also intended to guide how Oregon will engage with EPA on its Phase II Implementation Grant application that will be submitted later this year. Lastly, this plan contains Tribal priority measures in support of grant application submissions. The three main areas identified in this plan for EPA grant funding are 1) transportation, 2) residential and commercial buildings, and 3) waste and materials management. These categories contribute the most to greenhouse gas emissions in Oregon and were identified in prior climate planning efforts as key areas for reduction efforts.

Oregon Solar for All

The Oregon SFA Coalition (OSFAC) will leverage existing solar technology incentives and support platforms through a coordinated program delivery system, designed specifically to meet the needs of low-income households and residents of disadvantaged communities in Oregon. Together, OSFAC members will enable solar installations at single-family households with little to no upfront customer cost and provide point of sale rebates for multifamily buildings that provide tangible benefits to low-income residents. The program will also support financial and technical assistance to develop Consumer Owned Utility Territories’ Community Solar (COUTCS) projects in areas outside of OCSP coverage, as well as workforce development activities. This diversified approach will maximize use of existing resources and the breadth and diversity of households served throughout the state.
