Directs State Department of Energy to establish program to provide assistance related to energy projects and activities to environmental justice communities. 

​The County Energy Resilience Grant Program provides grants to Oregon counties to develop energy resilience plans that: Map current energy infrastructure, natural hazard risks, and communities that experience social vulnerability; Identify needs to increase resilience; Identify steps for implementation; E​ngage with environmental justice communities to identify communities that experience social vulnerabilities.

Oregon Parks and Recreation Department 2025-2027 Biennial Strategic Plan

As part of the Department's measurable and achievable actions, objectives and strategies, the Department will develop and begin implementing a multi-year capital strategy that aligns General Obligation Bond projects and other funding with top needs in deferred maintenance, climate-resilient infrastructure, and emergency preparedness.

Oregon Transit and Housing Study

A desire to better understand the benefits of aligning housing and transportation policies has grown across the state, prompted by declining housing affordability and concerns about displacement, segregation, and transportation’s contributions to climate change. In 2020, the Oregon State Legislature asked the Oregon Department of Transportation (ODOT) to study policies and actions that could improve households’ quality of life by increasing housing opportunities with easy connections to transit.

This study engaged housing agencies, developers, transit providers, and local and tribal governments across Oregon to identify policies and actions that can improve access to attainable housing and convenient, reliable transit. While study products are not policy documents, the study materials present lessons learned that can be used to guide future policy development to better align transit and housinginvestments in Oregon.

The study recognizes the growing challenges related to housing and public transportation that many Oregon communities face – such as housing affordability, displacement and long commutes, segregation by race or income, and sprawl – and explores tools and strategies that all levels of government can employ to address these challenges. This information will help many stakeholders, including state and local government agencies, developers, regulated affordable housing agencies, and advocacy groups, find collaborative solutions to meet local needs. 

Transportation Planning Rules

People and businesses rely on daily access to the transportation services they need. From public transit to freight delivery, transportation impacts our quality of life, cost of living, environmental quality, and the flow of goods and services that support local and regional economies. Planning for transportation requires coordination between cities and counties, and the Oregon Department of Transportation.

Goal 12 requires cities, counties and the state to create a transportation system plan that takes into account all relevant modes of transportation: mass transit, air, water, rail, highway, bicycle and pedestrian. The resulting plan should support a variety of transportation modes so residents are not limited in the ways they can access the jobs, goods, or services available in different parts of their community. A well designed transportation plan conserves energy while also minimizing adverse social and economic impacts for disadvantaged areas.

The Transportation Planning Rules (TPR) implements Goal 12. The TPR specifies what must be included in local planning efforts for transportation, and what must be addressed and included in a transportation system plan.

The Transportation and Growth Management program (TGM) recognizes land use decisions affect transportation options, and transportation decisions influence land use patterns.

The TGM program is a partnership of the Oregon Department of Land Conservation and Development and Oregon Department of Transportation. The program helps governments across Oregon with skills and resources to plan long-term, sustainable growth in their transportation systems in line with other planning for changing demographics and land uses. TGM encourages governments to take advantage of assets they have, such as existing urban infrastructure, and walkable downtowns and main streets. Since 1993, TGM has provided funds and services to over 270 cities, counties, tribes, and transit districts.

UM 1461: Investigation into Rate Structures for Electric Vehicle Charging

The purpose of this proposed investigation would be to determine the appropriate rate structure for regulated utilities providing power used in EV charging stations and to determine what role the utilities should have in the development and implementation of EV charging infrastructure.
