Oregon Department of Energy granted $12 million in Community Renewable Energy Grants

The Oregon Department of Energy granted $12 million to 24 recipients through its Community Renewable Energy Grant Program, which supports planning and construction of renewable energy or energy resilience projects for Tribes, public bodies, and consumer-owned utilities. The funding included more than $1.1 million for the Consolidated Tribes of the Warm Springs and the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians. The grants support the installation of community-scale and battery storage at 34 Tribe-owned affordable and supportive housing locations, as well as a community center, and a planning grant to plan for a Tribal-wide renewable energy project at the Three Rivers Health Center. 

The Community Renewable Energy Grants are awarded on a competitive basis to Oregon Tribes, public bodies, and consumer-ow​ned utilities. Priority will be given to projects that support program equity goals, demonstrate community energy resilience, and energy efficiency and demand response.​ Half of the funding will be awarded for projects that serve environmental justice communities, including communities of color, lower-income communities, rural communities, and others. Similarly, at least half of the grant funds will be awarded to projects that support community energy resilience.

Effects of Forest Management & Wood Utilization on Carbon Sequestration & Storage in Oregon

The report evaluates how different forest management and wood utilization strategies could affect long-term carbon sequestration and storage in Oregon’s forests and harvested wood products through 2100, using a systems-based carbon modeling approach across 23 climate-smart forestry scenarios. It finds that under climate-adjusted status quo, Oregon’s forests are projected to become a net carbon source later this decade due to increased wildfire, pests, productivity declines, and regeneration shortfalls, and that current wood product carbon storage is insufficient to offset these ecosystem emissions. The report includes results from tests with combinations of resilience treatments, restoration, land-use changes, extended rotations, silvopasture, and innovative wood uses to identify methods that improve forest health and resilience while increasing carbon stored in forests and long-lived wood products.

Land-Based Net Carbon Inventory

This report is Oregon’s first Land-based Net Carbon Inventory, which quantifies greenhouse gas emissions and carbon removals across forests, grasslands, croplands, developed lands, wetlands, and biomass burning from 1990-2024 and establishes a baseline for tracking natural climate solutions over time. It finds that Oregon's lands are still a net carbon sink, but net sequestration has fallen from about 95 to 49 million metric tons of CO2 equivalent as wildfire emissions rise, drained organic soils in cropland and developed land drive large releases, and removals from harvested wood products decline. 

Roadmap to 2030

After several years of work, the Oregon Global Warming Commission published a new Oregon Climate Action Roadmap to 2030, which includes extensive recommendations to inform state climate action. 

The Roadmap includes six overarching recommendations:

Support robust and continuous implementation of existing climate programs and regulations.

Adopt updated state greenhouse gas goals consistent with the best available science.

Advance a set of additional climate actions that can help Oregon meet an accelerated greenhouse gas emission reduction goal of 45 percent below 1990 levels by 2030.

Support further study and analysis to continue to guide effective climate action over time.

Strengthen governance and accountability for Oregon climate action.

Position Oregon to take full advantage of federal investments in climate action.

The Oregon Global Warming Commission worked with Oregon Department of Energy staff and consulting firm Sustainable Solutions Group (SSG) to develop an Oregon-specific model to forecast the potential emission reductions from existing and new mitigation actions. The modeling was part of the Transformational Integrated Greenhouse Gas Emissions Reduction (TIGHGER) Project that informed the Roadmap recommendations. A more detailed discussion of the TIGHGER analysis and results can be found in the TIGHGER Project Report published as part of the Roadmap.

The Transformational Integrated Greenhouse Gas Emissions Reduction (TIGHGER) Project aims to assess Oregon’s progress toward meeting the greenhouse gas emission reduction goals established in Executive Order 20-04, specifically the reduction of greenhouse gas emissions by 45 percent below 1990 levels by 2035 and 80 percent below 1990 levels by 2050.  

The first iteration of the TIGHGER project, finalized in 2023 but incorporating data through 2018, found that the state had the program and policy infrastructure in place to meet its 2035 goal. In late 2025, the Oregon Department of Energy updated the forecast with data through 2023, taking into consideration the programs and policies in effect at the time of the analysis and changes to the energy landscape, for example actual and projected increases in load growth (primarily from data centers). This forecast – under the “Business-As-Planned” scenario – found that Oregon does not currently have the programs and policies in place to meet either its 2035 or 2050 goals.  

In March 2026, ODOE issued a draft list of gap actions or measures, as well as scenarios, that ODOE intends to quantify in its modeling as part of the TIGHGER 2.0 project to solicit public input. The gap measures and scenarios were developed through consultation with state interagency partners, sectoral subject matter experts, and ODOE’s consultant and modeling expert, Sustainable Solutions Group, and are intended to be responsive to feedback received during Phase 1 of the TIGHGHER 2.0 project in 2025.
