CPRG Implementation Grant: Climate Equity and Resilience Through Action (CERTA)

The Oregon Department of Environmental Quality received over $197 million in EPA Climate Pollution Reduction Grant (CPRG) Program Implementation Funds to: 
- Reduce GHG emissions from the transportation sector by installing charging infrastructure for both light- and heavy-duty vehicles and offering zero emission rebates for vehicles of all classes, such as through Oregon’s Medium-Heavy-Duty ZEV Rebate Program.
- Provide nearly 4,500 electric vehicle rebates to lower-income households. 
- Improve the efficiency of existing and new buildings including the construction of 10,000 affordable, high-efficiency rental housing units.  
- Expand weatherization assistance for nearly 3,000 homes prioritizing environmental justice communities and low-income households.  
- Install 12,000 heat pumps in homes and community buildings. 
- Invest in composting, food waste recovery infrastructure, and landfill methane controls at landfill sites.

Under its Food Waste Recovery grants, the Department of Environmental Quality (DEQ) is making $25 million available to new and existing food composting facilities to purchase organic waste processing equipment, while its Community Composting grants offer $1.7 million to organizations like urban farms, community gardens, and community composters to strengthen their programs

Food Waste Processing Infrastructure Grant

DEQ’s Landfill Emission Reduction Grant program is providing $6.3 million to projects that mitigate landfill methane emissions through various technologies. A wide range of projects will be considered if they fit within the eligibility criteria. Grant amounts may vary widely based on type of mitigation technology proposed, the size of the project, and other site-specific considerations. DEQ will consider proposals for projects up to $3,100,000 per landfill (in the form of either a single project requesting $3,100,000 or multiple proposals for projects at the same landfill that in total request $3,100,000).

Landfill Emissions Reduction Grant Program

The Low-Embodied Carbon Housing Program is a $25.6 million program that will provide incentives to 940 new affordable housing units in nine communities across the state. The rebates will reward projects that reduce the embodied carbon of construction materials by 10 percent, reuse and adapt existing buildings for housing, and maximize space efficiency. This program is expected to reduce net GHG emissions by 343,000 MT of carbon dioxide equivalent (CO2e) by 2050 – equal to eliminating the 940 units’ electricity use emissions for 75 years.

Low-Embodied Carbon Housing Program

In 2025, Oregon DEQ is providing approximately $2.6 million in one-time reimbursement funding through the Oregon Zero-Emission Fueling Infrastructure Grant Program. It expands the state's charging infrastructure for medium- and heavy-duty zero-emission vehicles. Federally funded through Oregon's Climate Equity and Resilience Through Action Grant, this investment will support projects critical to increasing Oregon's EV fleet charging network, and prioritize fleets that operate in or close to communities adversely affected by diesel pollution.

Oregon Zero-Emission Fueling Infrastructure Grant

In 2025, DEQ has approximately $4.8 million in additional funding from the federal Climate Equity and Resilience Through Action grant for a new Clean Truck Program to fund the replacement of diesel medium and heavy duty vehicles with zero-emissions vehicles. DEQ will use these funds in 2025, in parallel to our existing Diesel Emissions Mitigation Grant Program, to support businesses, governments, and equipment owners in replacing older, polluting diesel engines with zero-emissions vehicles. As a reimbursement program, the percentage of funding from the Clean Truck Grants will be approximately 30% or $130,000, whichever is less.

Clean Truck Grant Program

The Oregon Department of Energy launched its Heat Pump Purchase Program. The program offers homeowners, rental property owners, and home builders and developers $2000 in rebates to install efficient heat pumps in Oregon residences​​​​​​. The $24 million program is part of the state’s broader Climate Equity and Resilience Through Action program, funded by a $197 million Climate Pollution Reduction Grant through the IRA.

HB 4134: Relating to funding for natural resource matters

Creates a new dedicated funding stream for Oregon’s fish, wildlife, and habitat conservation by adding a 1.25% surcharge to the existing state lodging tax, labeled as a nature conservation fee. The money is continuously appropriated to the Oregon Department of Fish and Wildlife and related education and outdoor programs. 

Oregon's 2026 Comprehensive Climate Action Plan

Oregon’s Comprehensive Climate Action Plan includes measures for the state to achieve its near- and long-term climate goals while also supporting a prosperous economy and improving Oregonians’ overall quality of life. The plan includes existing actions to meet the goals, challenges the state may face in implementation, and options to mitigate and address these by bolstering existing policies and establishing additional measures to address the 2050 emissions reduction gap.

SB 1525: Relating to the State Department of Energy; declaring an emergency

SB 1525 requires the State Department of Energy and the Oregon Climate Action Commission to develop a natural and working lands net biological carbon sequestration and storage inventory and establish nonbinding biological carbon sequestration and storage goals for Oregon’s natural and working lands no later than January 1, 2026. 

The legislation also requires the State Department of Energy to develop an energy security plan no later than September 30, 2024.
