Executive Order 25-26 Promote the Resilience of Our Communities and Natural and Working Lands and Waters

Executive Order 25-26 directs state agencies to coordinate efforts to minimize climate impacts
and help Oregon's lands and waters adapt to a changing climate, so they continue to support
the health, environment, and economy of Oregonians.

Most importantly, this Order directs natural resource state agencies to consider the long-term
durability and effectiveness of conservation actions as they plan and implement programs,
initiatives, and partnerships to conserve, protect, restore, or connect lands and waters.

As established by Executive Order 25-26, state agencies are directed to protect, conserve, connect or restore ten percent of lands and waters in Oregon within ten years as compared to baseline conditions established for 2025.

The Executive Director of the Oregon Watershed Enhancement Board will partner with the Director of Oregon
Department of Fish and Wildlife (collectively "Lead Agencies") to lead a natural resource interagency team to undertake the work associated with development of resilience attributes, including determining baseline conditions against which progress will be measured. The Lead Agencies shall collaborate closely with the Director of the Oregon Department of Energy, who oversees the Natural and Working Lands Program, to ensure consistency across efforts.

HB 2138

House Bill 2138 legalizes and speeds up the production of middle housing to give Oregonians the housing options that suit their needs and lower the price of housing for everyone. The bill builds on the Governor’s long history of right-sizing state housing policy to better meet Oregon’s needs and turn back the impacts of exclusionary and discriminatory zoning policies.

Natural Climate Solutions Workforce Development and Training Programs Needs Study

Oregon’s Department of Energy (ODOE) released its draft report of the Natural Climate Solutions Workforce Development and Training Programs Needs study and invited public comments from December 8 - 22, 2025. The report follows House Bill 3409, which passed in 2023 and directed ODOE and the Oregon Climate Action Commission to assess the state’s natural climate solutions workforce and identify gaps and opportunities to grow this workforce’s ability to meet the state’s climate goals. Feedback will inform the final report, which will be submitted to Governor Kotek and the state legislature on December 31, 2025.

Oregon Greenhouse Gas Reporting Program

Oregon’s Division 215 (OAR 340-215) requires major stationary sources and fuel/electricity suppliers to register with the Department of Environmental Quality and submit annual greenhouse gas emissions reports. Entities must calculate total CO₂e emissions by summing CO₂ (including biomass-derived), CH₄, N₂O, and applicable fluorinated gases (following methods aligned with EPA 40 CFR Part 98). Starting in 2022, large emitters must also have their reports verified by third parties under OAR Division 272 standards.
