Executive Order 80: North Carolina's Commitment to Address Climate Change and Transition to a Clean Energy Economy

Establishing a goal to reduce greenhouse gas emissions 40% below 2005 levels by 2025, a goal to increase number of registered zero-emission vehicles to at least 80,000 by 2025, and a goal to reduce energy consumption per sqaure foot in state buildings by at least 50% from FY 02-03 levels by 2025. Establishes a climate council. Directs relevant agencies to develop a clean energy plan, a ZEV plan, clean energy and transportation worfkforce assessments, and develop a comprehensive energy, water, and utility use conservation program. Requires cabinet agencies to prioritize ZEVs in the purchase or lease of new vehicles, and requires the use of ZEVs for agency business travel when feasible.

The Emergency Management Disaster Relief and Mitigation Fund provides money through grants from North Carolina Emergency Management for disaster relief and mitigation. Eligible applicants are state agencies, units of local government, public authorities, and nonprofit organizations. This fund is authorized to provide $30 million to support the development of more resilient communities across North Carolina. The eligible categories of work authorized for the grants include: flood mitigation efforts to stabilize the area and reduce future damages; ensuring transportation resilience against natural disasters; pre-development assistance to provide small and underserved communities with technical assistance to identify and design shovel-ready projects related to disaster relief and flood mitigation; and financial assistance with local cost share to draw down federal funds on approved federal mitigation grants.

Growing North Carolina’s Zero-Emission Vehicle Market Infrastructure Needs Assessment

This report has been prepared in response to Governor Cooper’s Executive Order 271 – Growing North Carolina’s Zero-Emission Vehicle Market to develop a Needs Assessment associated with North Carolina Zero-Emission Vehicle (ZEV) infrastructure.
This Needs Assessment evaluates the charging and fueling needs to support the implementation of the proposed North Carolina Advanced Clean Trucks (ACT) rule program and the achievement of ZEV adoption targets established in Executive Order No.
246 – North Carolina’s Transformation to a Clean, Equitable Economy.

HB 259: Current Operations Appropriations Act of 2023

This act appropriates funds across the State of North Carolina to provide the services and accomplish the purposes described in the budget in accordance with the State Budget Act. Among other things, this act appropriates $30 million in funding to support the development of more resilient communities across North Carolina through the Disaster Relief and Mitigation Fund.

North Carolina Motor Fleet ZEV Plan

Governor Roy Cooper issued Executive Order No. 80, North Carolina’s Commitment to Address Climate Change and Transition to a Clean Energy Economy, on October 29, 2018. The Executive Order calls for the North Carolina Department of Administration (DOA) to develop a North Carolina Motor Fleet ZEV Plan (ZEV Plan) that identifies:

- The types of trips for which a ZEV is feasible;
- Infrastructure recommendations necessary to support ZEV use;
- Procurement options and strategies to increase the purchase and utilization of ZEVs and
addresses other key topics; and
- An accounting of each agency’s ZEVs and miles driven by vehicle type that will be shared with the Climate Change Interagency Council for submission to the Governor by October 1, 2019, and annually thereafter.

In developing the Motor Fleet ZEV Plan, DOA undertook a thorough analysis of 2,417 vehicles within the state motor fleet that were deemed the best candidates for replacements, of which 572 vehicles have been recommended to be replaced with an EV. Based on this recommendation, DOA’s Motor Fleet Management Division will continue its collaboration with agencies across the state to replace proposed vehicles with EVs, in accordance with each agency’s respective replacement schedule.

Designees from Motor Fleet Management will convene with agency coordinators to offer guidance and assistance to increasing EVs usage and discuss agency infrastructure needs, as deemed necessary. When the use of ZEVs is not feasible, a low-emission vehicle is recommended as a viable cost-effective alternative.

The Motor Fleet ZEV Plan focuses on agency education, usage analysis, and vehicle infrastructure implementation. Replacing all 572 vehicles identified in this analysis with an EV would save taxpayers an estimated $3.8 million and reduce emissions by over 22,000 metric tons over the lifetime of the vehicles.

Cabinet agencies shall prioritize ZEVs in the purchase or leave of new vehicles and shall use ZEVs for agency business travel when feasible.
