Governor Hochul Announces $10 Million Available for Urban Forest Inventory and Assessment Grants

Governor Kathy Hochul announced that $10 million in funding is now available to support urban and community forestry management projects for enhanced environmental quality, increased tree health and diversity, and climate mitigation. The grant opportunity is available to municipalities, not-for-profit organizations, Indian Nations and Tribes, and other community-based organizations through the State Department of Environmental Conservation’s (DEC) Urban and Community Forestry Grant Program.

Eligible projects for the latest round of DEC’s Urban and Community Forest (UCF) grant program include:

 - Traditional street and landscaped park tree inventory and assessment,
 - Street tree and landscaped park tree inventory and assessment using terrestrial LiDAR,
 - Forested natural areas inventory and assessment, and
 - Management plans based on inventory and assessment data.

The assessment of forested natural areas and projects using ground-based remote sensing technologies are new opportunities in this round of UCF grants. Applicants may use advanced tools such as terrestrial LiDAR (Light Detection and Ranging) to capture highly detailed, 3D digital representations of street and landscaped park trees. These cutting-edge technologies can complement existing field-based data and improve the speed and efficiency of inventories and assessments, enabling communities to better understand and manage their community trees.

Governor Hochul Announces $16 Million to Strengthen New York’s Clean Energy Workforce

New York approved $16 million in funding to the New York State Departments of Labor and Environmental Conservation to support workforce training and retraining, and to prepare workers — particularly those who are traditionally underrepresented — for employment in clean energy careers. The New York Power Authority approved $12 million in funding to support the expansion and development of electric vehicle training programs specializing in maintenance and repair for vehicles and charging stations, with a portion of these funds allocated to the New York State Department of Labor Support Services Fund. This fund strengthens the availability of support services for participants, including childcare, transportation, and student fees and books. The Department of Environmental Conservation invested $4 million in its Green Jobs for Youth Workforce to fund programs that are in, or serve, environmental justice and disadvantaged communities. The program prepares youth ages 17-24 for jobs in the green economy through workforce development, skills training, and certification.

Governor Hochul Announces $50 Million for New Workforce Development Programs

Governor Hochul launched two new programs to support clean energy workforce training as part of the state’s $320 million commitment for clean energy workforce development. The $50 million investment into the Clean Energy Careers Pathways Training and the Technical Skills Training and Upskilling programs will provide funding for curriculum development, training equipment purchases, and technical training delivery in the areas of energy efficiency, building electrification, renewable energy, energy storage, smart grid, electric distribution and transmission, and electric vehicle charging infrastructure. 

2018 Offshore Wind Solicitation

Following the publication of the State Public Service Commission's Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement, the New York State Energy Research and Development Authority released the 2018 request for proposals, which included prevailing wage requirements. 

New York's Public Service Commission issued its Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement on July 12, 2018. The Offshore Wind Order adopts the goal of procuring Offshore Wind Renewable Energy Certificates (ORECs) associated with 2.4 GW of offshore wind capacity by 2030, in furtherance of the achievement of the CES. The Offshore Wind Order further authorized NYSERDA to implement Phase 1 of an offshore wind procurement program, which consists of procuring ORECs associated with approximately 800 MW of offshore wind, to be contracted in 2018 and 2019. The Offshore Wind Order further permits NYSERDA to award more than 800 MW in contracts in this first round of the Phase 1 solicitation if sufficient attractive offers are received, in which case further Commission action would be required to authorize the 2019 procurement.

Establishes the Smart Growth Community Planning Program, funded through the state's Environmental Protection Fund.

The New York State Department of State's Smart Growth Community Planning Program is administered by the Office of Planning, Development & Community Infrastructure. The program awards funds to eligible communities for the development or update or local and countywide comprehensive plans, areas plans or zoning codes that emphasize and integrate Smart Growth principles, including: 
 

- Develop plans and land use regulations that allow for and encourage mixed-use neighborhoods.
- Enable a diverse mix of housing types, providing opportunity and choice for people of all ages, abilities and incomes.
- Prioritize infill and redevelopment of existing buildings to revitalize neighborhoods and downtowns, including areas around public transit.
- Provide well-planned, equitable, age-friendly and accessible public spaces.
- Encourage compact neighborhood design and concentrated development around existing infrastructure.
- Preserve open space, agricultural resources, and natural resources.
- Prioritize transportation options such as walking, cycling, and public transportation.
- Promote climate resiliency and adaptation, preferably through nature-based solutions, and reduce greenhouse gas emissions.
- Build on unique traits to create an attractive and welcoming community with a strong sense of place.
- Engage in an inclusive, collaborative public planning process that considers the needs and character of the community.
- Design places that are accessible to people of all ages and abilities, with amenities that meet and ideally exceed base ADA compliance, particularly in the public realm.
