 Order Establishing Updated Energy Storage Goal and Deployment Policy 

his Order formally expands the State’s goal to 6,000 Megawatts of energy storage to be installed by 2030, and authorized funds for NYSERDA to support 200 Megawatts of new residential-scale solar, 1,500 Megawatts of new commercial and community-scale energy storage, and 3,000 Megawatts of new large-scale storage.  These projects will reduce projected future statewide electric system costs by nearly $2 billion, in addition to improved public health from reduced exposure to harmful fossil fuel pollutants.

The Order specifies that at least 35% of the benefits of these new energy storage projects will accrue to disadvantaged communities.

2025 Annual Report – Advanced Technologies Working Group

This report details the use of the $12 million in grid enhancing technologies available through NYSERDA in FY2025. New York utilities deployed funds from NYSERDA’s Future Grid Challenge to install real-time inertia measurement devices in multiple locations across the state’s grid.  These advanced sensors will provide continuous, system-level visibility into grid inertia, enabling reliable operations and planning as more renewable energy is added to New York’s electricity system.

A10008: FY 2027 Enacted Budget

Directs the promulgation of rules and regulations designed to achieve, to the maximum extent feasible and cost effective, a 60 percent reduction in state-wide greenhouse gas emissions from 1990 emissions by 2040 and to ensure compliance with  the statewide emissions reduction of 85 percent from 1990 emissions by 2050. Updates the state's GHG emissions accounting framework to utilize a 100 year global warming potential (GWP) in place of a 20 year GW; remove the inclusion of GHG emissions associated with the extraction and transmission of fossil fuels imported into the state; and report carbon dioxide emissions from biogenic sources separately, consistent with IPCC methodologies.

2018 Offshore Wind Solicitation

Following the publication of the State Public Service Commission's Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement, the New York State Energy Research and Development Authority released the 2018 request for proposals, which included prevailing wage requirements. 

New York's Public Service Commission issued its Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement on July 12, 2018. The Offshore Wind Order adopts the goal of procuring Offshore Wind Renewable Energy Certificates (ORECs) associated with 2.4 GW of offshore wind capacity by 2030, in furtherance of the achievement of the CES. The Offshore Wind Order further authorized NYSERDA to implement Phase 1 of an offshore wind procurement program, which consists of procuring ORECs associated with approximately 800 MW of offshore wind, to be contracted in 2018 and 2019. The Offshore Wind Order further permits NYSERDA to award more than 800 MW in contracts in this first round of the Phase 1 solicitation if sufficient attractive offers are received, in which case further Commission action would be required to authorize the 2019 procurement.
