 $3 Million Awarded To Integrate Electric Vehicles Into The Grid

Governor Kathy Hochul today announced $3 million has been awarded to three projects to advance technologies that can help integrate electric vehicles efficiently into the electric grid. The Governor has also made available $4 million to advance technologies that overcome data collection, transmission and operational challenges faced by utilities to manage electric vehicle (EV) charging. Together, these solutions will help to enhance grid flexibility, shift charging to accommodate energy demand, and lower charging costs for consumers.
The $3 million has been awarded to three projects through the Vehicle Grid Integration Program administered by the New York State Energy Research and Development Authority (NYSERDA), which provides funding for projects that are scalable and advance electric vehicle charging infrastructure through product development, technology demonstrations, or new business models. Technologies include bi-directional charging, energy storage, on-site energy generation, and EV managed charging.
The awarded projects include: Charging Platform Lamppost Conduit Interconnection; Demonstrating Statewide Implementations of Flexible Interconnections for Fleets; and Distribution-Optimized EV Managed Charging to Enhance Grid Flexibility. 
Also announced is $4 million in new funding for a competitive solicitation offered through NYSERDA’s Electric Vehicle Managed Charging program.

This bill would establish a commercial tariff on electric vehicles, and would require the public service commission to commence a proceeding to establish a commercial tariff utilizing alternatives to traditional demand-based rate structures, other operating cost relief mechanisms, or a combination thereof (collectively, solutions) to facilitate faster charging for eligible light duty, heavy duty, and fleet electric vehicles.

The New York State Public Service Commission (Commission) today approved a series of incentives, programs and tariffs designed to reduce the utility bills for commercial electric vehicle (EV) charging, which includes fleet charging and public fast charging stations. The solutions are designed to reduce the impacts of demand charges on the operating costs for EV charging stations, particularly in the near-term when EV adoption is still growing.

The Commission’s action today directs the utilities to develop three different 
solutions that are alternatives to traditional demand-based rates. First, the utilities will develop a demand charge rebate that provides a 50 percent demand charge credit for all commercial EV charging-use cases. 

Second, Con Edison and O&R will implement a commercial managed charging program that provides use-case specific incentives in lieu of the demand charge rebate, as well as value-based bill credits that provide operating costs relief for EV charging stations that are able to avoid charging during the costliest times for the grid. The remaining upstate utilities will propose commercial managed charging programs within 180 days, allowing more time to develop their programs.

Third, the Commission adopts the EV phase-in rate proposed in the staff whitepaper, which begins as a time-of-use rate, and blends in a demand charge as charging station utilization improves.

The New York State Public Service Commission (PSC) authorizes the Demand Charge Rebate program to provide operating cost relief for commercial EV charging customers. Investor-owned utilities must file plans with the PSC to implement a series of programs provide demand charge relief for EV charger operators, terminate per-plug incentive programs, and implement a commercial managed charging program. EV charging customers would receive an off-bill rebate equivalent to 50 percent of applicable EV charging demand.

Insurance Circular Letter No. 3

This letter sets forth standards in planning and preparing for, and responding to, disasters occurring anywhere in the world, including in New York State, that could affect an addressee’s ability to continue doing business and servicing the people of New York State. It also mandates that all property and casualty insurers demonstrate robust disaster planning, preparedness, and response capabilities, including for storms, wildfires, floods, cyber events, and pandemics to ensure insurer readiness and provide for homeowner resiliency upgrades.

The Vehicle Grid Integration Program, administered by the New York State Energy Research and Development Authority (NYSERDA), supports the development and demonstration of innovative, replicable solutions that advance electric vehicle adoption and the integration of electric vehicles with the electric grid. The initiative also seeks to support novel demonstrations of medium- and heavy-duty electric and hydrogen fuel cell technologies. In addition to supporting the State’s transition to zero-emission vehicles by 2035, today's announcement advances the Climate Leadership and Community Protection Act requirements to achieve a zero-emission electricity sector by 2040 and reduce emissions 85 percent by 2050.

Vehicle Grid Integration Program

NYSERDA’s Heat Recovery Program is focused on energizing the New York marketplace for heat recovery solutions as an economical approach to decarbonization for a broad swath of existing buildings. The Program provides cost-share support for project assessment and design development to integrate heat recovery energy conservation measures within existing building retrofit and decarbonization plans. In August 2024, the Program introduced competitive implementation funding for heat recovery demonstration projects. Proposals could receive up to $2,000,000 of implementation funding for the proposed heat recovery project.

Heat Recovery Program

NYSERDA will award up to $10 million as part of the C&I Carbon Challenge, ranging from $500,000 to $3.75 million per successful proposal. Awards can be used to fund a single large project or a portfolio of projects. All proposals must include beneficial electrification, carbon capture, manufacturing process emission reductions or low-carbon fuel projects. Dispersed over three years, large energy consumers will use these funds to execute energy-saving/carbon-reduction projects. Awardees will continue to work closely with NYSERDA to update, refine, and implement their carbon reduction strategies over three years. Each awardee will also receive the benefit of a dedicated NYSERDA project manager and technical specialist to track progress, provide feedback and guidance on measures to be implemented, and collaborate with other NYSERDA partners.

Commercial & Industrial (C&I) Carbon Challenge

Advanced Fuels and Thermal Energy Research focuses on innovative solutions to build ecosystems for clean hydrogen and other low-carbon alternative fuels. This includes production, transmission, distribution, storage, and adoption of these fuels to help decarbonize hard-to electrify sectors. Clean hydrogen can be produced using renewable energy sources such as solar, wind, hydropower, and nuclear, or from natural gas via steam methane reforming with carbon capture and storage, along with the infrastructure needed for hydrogen transmission, distribution, and storage.

These fuels are particularly important for sectors such as high-temperature industrial processes, heavy-duty transportation, maritime vessels, and aviation.
