Displaced Worker Assistance Plan

The Energy Transition Act (ETA) created three funds to assist the communities affected by closure
of the San Juan Generating Station in Waterflow, New Mexico. The Department of Workforce
Solutions (the “Department”) has prepared this plan in accordance with statutory requirements to
address the needs of displaced workers and the use of the ETA Displaced Worker Assistance Fund. The plan outlines providing direct assistance to alleviate immediate and emergency expenses for displaced workers and then provided wage differential assistance and funding for direct training and apprenticeship programs to upskill and retrain displaced workers

New Mexico Establishes State Climate Corps Program

New Mexico announced the creation of its own state-level Climate Corps in partnership with California Volunteers, Office of Governor Gavin Newsom. The state-level Climate Corps will engage people through a variety of activities and create job pathways for careers in sustainability. Fellows in state-based climate corps programs will earn a living stipend and, after completing a term of service, will be eligible for a scholarship to pay for college or to pay off student loans. Some participating fellows will earn up to $30,000 (prorated for those serving in a less than full-time capacity) by serving their communities. Each state will tailor the program to its specific needs and will determine additional climate activity priorities. The state-level Climate Corps are supported through a public-private partnership between philanthropy and AmeriCorps. These states will work with the American Climate Corps as implementing partners to ensure participants gain new skills and earn money while serving their community.

New Mexico Home Energy Rebates Funding Allocation

President Biden’s Inflation Reduction Act established the Home Electrification and Home Efficiency Rebate Programs (together, the Home Energy Rebate Programs). The Home Energy Rebate Programs include $8.8 billion dollars in grant funding for states and Tribes to establish consumer home energy rebate programs, enabling communities to make homes more energy efficient, upgrade to electric appliances, and cut energy costs. New Mexico was allocated $87.6 million.

The American Rescue Plan Act (ARPA), and the Bipartisan Infrastructure Law (BIL) are powering change in communities around New Mexico. With project data dating back to 2021, this interactive dashboard includes information about the breadth, scope and geographic diversity of nearly 2,400 projects made possible by more than $6.5 billion through ARPA and BIL.

ARPA and BIL have funded projects in all 33 New Mexico counties, including brick and mortar projects like child care centers, drinking water and wastewater infrastructure, and community spaces, as well as rental payment and unemployment assistance to New Mexicans affected by the pandemic.

New Mexico Federal Funding Dashboard

New Mexico is launching its HEAR program – one of two programs making up the Federal Home Energy Rebate programs. To get help to residents as quickly as possible, New Mexico is jumpstarting its rebates program by offering low-income single-family homeowners up to $1,600 off insulation purchased at participating retailers. 

Later, New Mexico’s HEAR program will provide low-income single-family homeowners (defined as those earning 80% or less of their area median income) and low- and middle-income renters (those earning 150% or less of their area median income) up to $14,000 in rebates to upgrade equipment and appliances. 

There is a second Home Energy Rebates program that New Mexico will launch later. Under the Home Efficiency Rebates program, households can save thousands of dollars on measures that reduce whole-home energy consumption.
