Forests and Carbon in Minnesota: Opportunities for Mitigating Climate Change

This report fulfills requirements of Laws of Minnesota 2021, First Special Session chapter 6, Sec. 132:
CARBON SEQUESTRATION IN FORESTS OF THE STATE; GOALS.
The commissioner of natural resources must establish goals for increasing carbon sequestration in public and private forests in the state. To achieve the goals, the commissioner must identify sustainable forestry strategies that increase the ability of forests to sequester atmospheric carbon while enhancing other ecosystem services, such as improved soil and water quality. By January 15, 2023, the commissioner must submit a report with the goals and recommended forestry strategies to the chairs and ranking minority members of the legislative committees and divisions with jurisdiction over natural resources policy.

HF 3420/SF 3479: Drought Relief

Drought relief funding provided, cooperative grants established, assistance grants established, soil health pilot program established, policy and technical changes made to agricultural provisions, previous appropriations modified, broadband line extension program established, lower population density pilot program established, reports required, and money appropriated.

HF 2310A: Environment, Natural Resources, Climate, and Energy Omnibus Bill

The bill:

- invests $110 million in Minnesota’s outdoor recreation industry to build, repair, and maintain the state’s fish hatcheries, boat ramps and public water accesses, and state park facilities. 
- provides $100 million in climate resiliency grants to help communities prepare for extreme weather events and upgrade aging infrastructure. 
- includes funding for the Upper Sioux Agency State Park land transfer and investments in drinking water protection and PFAS response. 
- expands the popular Solar for Schools program to provide the opportunity for solar power to be added at schools in Greater Minnesota outside of the Xcel Energy service territory.
- Creates a Buy Clean policy for construction materials used in state projects.

An electric vehicle may qualify for a rebate if it was: 

- Purchased on or after May 25, 2023 
- The purchaser is able to provide authenticated documents verifying the purchase 
- NEW electric vehicle with a cost of $55,000 base MSRP or less (not including taxes and fees) – could qualify for up to $2,500 state rebate 
- USED electric vehicle with a cost of $25,000 or less (not including taxes and fees) – could qualify for up to $600 state rebate

Minnesota Hires State Soil Specialist

The Minnesota Office for Soil Health (MOSH) announces the selection of the first State Soil Health Specialist, Anna Cates. This position provides expertise on soil health issues for agricultural and conservation professionals across the state.

The DNR received legislative funding to cover costs for woodland owners to replace seedlings killed by drought. Seeded or planted seedlings killed by drought are eligible. Impacted landowners can receive up to $10,000 per year.
