CPRG Implementation Grant: Minnesota Climate-Smart Food Systems

The Minnesota Pollution Control Agency received $200 million in EPA Climate Pollution Reduction Grant (CPRG) Program Implementation Funds to support a series of initiatives designed to create more climate-smart food systems in Minnesota. Key elements of the project include:

- Supporting climate-smart farming practices by expanding Minnesota’s successful Agricultural Water Quality Certification and Soil Health Financial Assistance programs.
- Accelerating the transition to cleaner refrigerants in small businesses, supermarkets, schools, hospitals, food banks, and corner stores.
- Electrifying the vehicles and equipment we use to use to grow and transport our food.  
- Scaling up successful food waste prevention programs that keep valuable nutrients in circulation to feed people and livestock and prevent significant methane emissions.  
- Protecting and restoring 10,000 acres of peatlands in Minnesota, which absorb and store climate pollution.
- Coordinating with tribal governments and low-income and disadvantaged communities to improve food security and strengthen food sovereignty.

The Electric Farm Equipment Grant aims to help farmers purchase electrical agricultural equipment. An intended outcome from these projects is to reduce air pollution, especially from diesel emissions.

Electric Farm Equipment Grant

The Minnesota Pollution Control Agency’s (MPCA) industrial innovation in food systems program provides competitive grant funding to food and beverage manufacturing facilities and food system organic waste processing sites to cut climate pollution, improve efficiency, and reduce waste.

The MPCA is soliciting proposals to distribute $40 million in grant funding to support industrial food and beverage manufacturers and food system organic waste processors across Minnesota. 

Funding is intended to execute capital expenditure (capex) projects at facilities that will improve operational efficiency, reduce operating costs, and lessen environmental impacts by reducing greenhouse emissions, criteria air pollutants, hazardous air pollutants, and/or waste. 

Applications are accepted on a rolling basis and reviewed quarterly. Grant size: $50,000 to $8 million to cover up to 60% of total project costs.

Industrial innovation in food systems - implementation

The Minnesota Pollution Control Agency’s (MPCA) industrial innovation in food systems program provides competitive grant funding to food and beverage manufacturing facilities and food system organic waste processing sites to cut climate pollution, improve efficiency, and reduce waste.

The MPCA is soliciting proposals to distribute $7.2 million in grant funding for technical assistance and planning services to food and beverage manufacturers and organic waste processors across Minnesota. Funding is designed to identify and evaluate facility-specific efficiency projects and decarbonization efforts that will, if implemented, enable the grantee to improve operational efficiency and reduce operating costs while lessening environmental impacts through reduced greenhouse gas (GHG) emissions, criteria air pollutants, hazardous air pollutants, and/or waste. 

Applications are accepted on a rolling basis. Grant size: $50,000 to $200,000 to cover up to 90% of total project costs with remaining 10% match made by the grantee.

Industrial innovation in food systems - technical assistance and planning

The Soil Health Financial Assistance Grant provides cost-share for the purchase and retrofit of soil health equipment. Adopting soil health practices often requires expensive and specific pieces of equipment, creating a need for a cost-share opportunity to offset those costs.

The Minnesota Agricultural Water Quality Certification Program (MAWQCP) is a voluntary opportunity for farmers and agricultural landowners to take the lead in implementing conservation practices that protect the state's water. Water Quality Certified producers receive regulatory certainty, recognition, and priority for technical assistance. Additionally, the public receives assurance that certified producers are using conservation practices to protect Minnesota’s lakes, rivers and streams.

Electricity as Vehicle Fuel: Final Report to the Minnesota Legislature

The Electricity as Vehicle Fuel Working Group (“Working Group”) was established by the
Minnesota Legislature during the 2025 session.1
The Working Group was charged with providing a
comprehensive analysis of electricity used as vehicle fuel infrastructure opportunities and barriers;
developing a roadmap with policy and funding recommendations for sustainable transportation
funding mechanisms consistent with Minnesota Constitution, article XIV, including a plan for the
studied mechanisms to replace the electric vehicle surcharges under Minnesota Statutes, section
168.013, subdivisions 1m and 1n; and researching and analyzing legislation and policy made in
other states to determine equitable and comprehensive fuel assessment methods for electric
vehicles. From this review, the Working Group is ultimately tasked with submitting a report by
February 13 to the Governor and applicable legislative committees, which includes a summary of
the activities of the Working Group and provides findings and recommendations adopted by the
Working Group. The Working Group comprised 27 members.
During five meetings from September to December of 2025, the Working Group heard
testimony from various experts, stakeholders, and Working Group members. The testifiers and
accompanying presentation materials are available in Appendix A. Beginning in November of 2025,
members were asked to submit potential recommendations to the group. To supplement submitted
recommendations, members were encouraged to submit letters for inclusion in the report, which
can be found in Appendix B. The Working Group voted to approve a series of recommendations
during its final two meetings.

The bill extends funding allocations for the production or use of sustainable aviation fuel in the state through 2035, an additional eight years beyond the original allocation timeline, while creating opportunities for qualifying taxpayers to claim additional credits for SAF that exceeds the minimum 50 percent carbon intensity reduction requirement. It also sets parameters on what qualifies as SAF derived from biomass to limit indirect land use conversion impacts.

Minnesota 2025 Grid Enhancing Technologies (GETs) Study Report

Minnesota transmission owning utilities submitted a report on Grid Enhancing Technologies (GETs or GETS Report) in conjunction with the 2025 Biennial Transmission Plan Report (2025 BTPR).
HF 5247 required any electric utility owning more than 750 miles of transmission in Minnesota must review historical congestion facilities, determine GETs solutions for each congestion point, and develop implementation plans for those GETs solutions that meet a Commission-defined payback period. 

The 2025 GETs Report addresses 30 solutions that are being developed to address congestion in the near
term. This report details historic and future congestion information for the Grid North Partners’(GNP), ITCM, and MPC footprint within Minnesota.
