Act No. 119: Public Acts of 2023

Public Act 119 of 2023 required the Michigan Public Service Commission to develop a grant program with $21.3 million in funding for planning, developing, designing, acquiring or constructing renewable energy and electrification infrastructure projects in Michigan.

Public Act 119 of 2023 required the Michigan Public Service Commission to develop the grant program, which provides a total of $21.3 million, of which $20.8 million had to be awarded to businesses, nonprofit organizations, local units of government and tribal governments to fund planning, developing, designing, acquiring or constructing renewable energy and electrification infrastructure projects in Michigan.

The grant program prioritized funding for infrastructure or planning projects that meet one or more of the Michigan Healthy Climate Plan goals to reduce greenhouse gas emissions and transition toward economy-wide carbon neutrality.

Michigan Renewable Energy and Electrification Grants

The Environmental Protection Agency has awarded the State of Michigan $129.1 million from the Biden-Harris administration’s Inflation Reduction Act’s Climate Pollution Reduction Grant program to accelerate the deployment of renewable energy like wind, solar, and storage. The funding will allow the state to launch Renewables Ready Communities. Administered by the Michigan Department of Environment, Great Lakes, and Energy, the program will incentivize the permitting of renewable energy projects through local processes.

SB No. 353 Michigan Energy Assistance Act

This bill revises eligibility and other requirements concerning low-income energy assistance. Beginning after (not on) October 1, 2025, eligible low-income household would mean a
household that meets both of the following:
• It has a household income of up to 60% of the state median income.
• Its electric utility does not opt out of collecting low-income energy assistance funding
factor under section 9t of 1939 PA 3.

The bill also allows the Department of Health and Human Services to establish guidelines for verifying the eligibility of all applicants to ensure that assistance funds are provided only to eligible low-income households.

SB No. 504 Long-Term Industrial Load Rates

Exempts companies that agree to long-term contracts with utilities and remain on the state's grid from securitization charges.

SB No. 880 & SB No. 881 Modification of Low-Income Energy Assistance Fund

Allows the Michigan Public Service Commission to annually approve a low-income energy assistance funding factor of $1.25 and to increase it by up to $0.25 each year thereafter, up to a new maximum of $2.00. (an increase from the formerly approved rate of $1.00 to be assessed on customers’ electric utility bills.
