Governor Gretchen Whitmer signed into law a balanced, bipartisan fiscal year 2025 budget to protect public safety, build affordable housing, and help more workers "make it" in Michigan.

On July 24, 2024, Governor Gretchen Whitmer approved a $30 million one-time appropriation to support clean fuel and charging infrastructure projects. The funding will be used to provide grants for deploying electric vehicle (EV) charging stations and hydrogen fueling infrastructure, with at least 40% of the funds allocated to disadvantaged communities.

The grants can be applied to:

- Installing non-public charging and fueling stations for fleets and public transit systems.
- Developing charging and fueling infrastructure for multifamily housing units.
- Closing gaps in fast charging networks outside designated alternative fuel corridors.

In the first of a series of Request for Proposals, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) will provide $5 million in initial funding for the deployment of non-publicly available Level 2 alternating current (AC) EV charging stations, including make-ready upgrade costs, maintenance and operations contracts, and networking or data plans for both existing multifamily housing properties and new multifamily developments.

Executive Directive No. 2026-1 Establishing the Michigan Geologic Hydrogen Exploration and Preparedness Initiative

Governor Gretchen Whitmer issued an executive directive to create the Michigan Geologic Hydrogen Exploration and Preparedness Initiative, which will explore the potential development of geologic hydrogen resources. Geologic hydrogen is hydrogen found beneath the Earth’s surface; Michigan has been identified as one of the most promising regions in the world for naturally occurring geologic hydrogen. 

The directive calls for reports on: the state's existing authority to permit development, climate and environmental impacts, workforce needs, economic potential, and infrastructure needs.

Industrial Decarbonization Roadmap

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is partnering with 5 Lakes Energy to create a roadmap outlining Michigan's path to industrial decarbonization. The roadmap will lay out policy recommendations to reduce greenhouse gas emissions within Michigan industry while promoting economic growth and competitive manufacturing practices. 

Launch of MI Healthy Climate Challenge

Governor Garlin Gilchrist II announced the launch of the MI Healthy Climate Challenge (the Challenge), which will award millions of dollars in grants to projects that will help Michigan meet MI Healthy Climate Plan goals. The Department of Environment, Great Lakes, and Energy (EGLE) Office of Climate and Energy’s (OCE) grant program will include multiple grant competitions through 2026 that aim to expand equitable access to solar energy, grow green lending capacity, and increase access to clean energy funding across the state, with a focus on projects delivering benefits to low-income communities.

Go Big, Go Clean is the fourth grant program of the MI Healthy Climate Challenge supporting industrial decarbonization feasibility studies that help Michigan industries evaluate practical near-term decarbonization interventions while also identifying the technologies, conditions, and support needed to achieve deeper emissions reductions over time. Funding can be used to support studies, assessments, analyses, and related planning work that support industrial decarbonization at Michigan facilities. This is a $1.8 million grant competition.

The MI Healthy Climate Challenge (the Challenge) will award millions of dollars in grants to projects that will help Michigan meet Mi Healthy Climate Plan goals.The Department of Environment, Great Lakes, and Energy (EGLE) Office of Climate and Energy’s (OCE) grant program will include multiple grant competitions through 2026 that aim to expand equitable access to solar energy, grow green lending capacity, and increase access to clean energy funding across the state.

The MI Healthy Climate Challenge seeks to achieve the following key objectives:

- Accelerate clean energy deployment: Support innovative clean energy projects to reach 100% carbon neutrality by 2050 and a 52% reduction in greenhouse gas emissions by 2030 as outlined in the MI Healthy Climate Plan.
- Expand access to climate funding: Help Michigan entities secure public and private funding for clean energy and climate initiatives.
- Build a robust project pipeline: Facilitate scalable projects through aggregation and early-stage development. 
- Foster strong partnerships: Strengthen cross-sector collaborations across sectors for coordinated decarbonization efforts.
- Enable investments in low-income communities: Focus on projects that deliver benefits to low-income communities.
- Raise awareness and inspire action:  Share success stories and best practices to inspire further action across the state.

Michigan Infrastructure Office Announces $7.5 Million to Explore Geologic Hydrogen

The Michigan Infrastructure Office (MIO) announced a $7.5 million investment through the Make It in Michigan Competitiveness Fund to support the exploration, research and development of geologic hydrogen in Michigan, supporting the governor's executive directive.
