Executive Directive 2024-1: Building Up Michigan’s Workforce and Infrastructure

Governor Gretchen Whitmer signed Executive Directive 2024-1 to help train 5,000 new infrastructure workers, who will each earn an industry-recognized certificate or credential or receive on-the-job training. The Michigan Department of Labor and Economic Opportunity (LEO) will work to ensure all 5,000 workers receive their training and are placed in good-paying jobs.Each worker receiving training from an educational entity shall be issued an industry-recognized certificate or other industry-recognized credential, which includes (but is not limited to) a United States Department of Labor registered apprenticeship.

Launch of Michigan Justice40 Accelerator moves state toward MI Healthy Climate Plan goals

The Justice40 accelerator is a joint initiative of EGLE’s Office of Climate and Energy and Office of the Environmental Justice Public Advocate. The program will provide funding and technical support to 25 community-based organizations in frontline communities across the state helping them access federal funding for clean energy and climate-related projects.

In November 2023, the EPA released the Environmental and Climate Justice
Community Change Grants program, allocating $2 billion to benefit disadvantaged
communities through projects to reduce pollution, increase community climate
resilience, and build community response capacity. The program design integrated
nationwide community and stakeholder input, and the resulting grants will focus on
community-driven and place-based initiatives to advance environmental justice and
climate equity.  

The State of Michigan announced in May 2024 that
through the Make it in Michigan Competitiveness Fund it will provide five percent (5%)
match funding of the total awarded amount for eligible Community Change Grant
applications awarded by the EPA to fund projects benefiting disadvantaged
community(ies) in Michigan, provided that the application for the Community Change
Grant is fully submitted to the EPA prior to August 1, 2024.

Make it in Michigan Competitiveness Fund Climate Justice Challenge

The MI Justice40 Accelerator is a 12-month cohort-based program for community-based organizations serving disadvantaged communities. The program will provide funding and technical support to 25 community-based organizations in frontline communities across the state helping them access federal funding for clean energy and climate-related projects.

SB 302

This bill requires new construction energy projects to exceed uniform energy code standards. This bill, in partnership with SBs 302, expanded the eligibility of properties and projects that can utilize Commercial Property Assessed Clean Energy (C-PACE) financing for energy efficiency, clean energy, and climate resiliency projects.

SB 303

This bill includes measures regarding environmental hazards, new construction projects, and agricultural and multifamily properties. In partnership with SB303, it works to expand the eligibility of properties and projects that can utilize Commercial Property Assessed Clean Energy (C-PACE) financing for energy efficiency, clean energy, and climate resiliency projects.
