Environmental Justice Impact Grants support community improvement projects addressing EJ issues across Michigan

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) announced 43 grants to community organizations, local governments, nonprofit organizations, Tribes, schools, and childcare centers for equity- and place-based grants that will improve public health, monitor pollution, clean up contamination, enhance indoor air quality for children, and more.

The Michigan Office of the Environmental Justice Public Advocate in the Department of Environment, Great Lakes and Energy (EGLE) offers the Environmental Justice (EJ) Impact Grant program to reduce environmental health burdens and impacts in Michigan’s Environmental Justice communities. The goal of the program is to positively impact residents in Environmental Justice communities by funding place-based and equity-focused projects.

Launch of MI Healthy Climate Challenge

Governor Garlin Gilchrist II announced the launch of the MI Healthy Climate Challenge (the Challenge), which will award millions of dollars in grants to projects that will help Michigan meet MI Healthy Climate Plan goals. The Department of Environment, Great Lakes, and Energy (EGLE) Office of Climate and Energy’s (OCE) grant program will include multiple grant competitions through 2026 that aim to expand equitable access to solar energy, grow green lending capacity, and increase access to clean energy funding across the state, with a focus on projects delivering benefits to low-income communities.

Make It in Michigan Competitiveness Fund

Governor Whitmer secured $337 million for the Make It in Michigan Competitiveness Fund, a pool of state money that provides enabling funds to unlock federally backed investments in climate and clean energy. The Fund identifies competitive projects that create good-paying jobs, advance the goals of the MI Healthy Climate Plan, and improve the state’s economic competitiveness in strategic sectors like mobility and electrification, climate and the environment, health, and public safety.

Michigan launches statewide Michigan Home Energy Rebates Program

Michigan launched its statewide Michigan Home Energy Rebates (MiHER) Program, which will help households across the state save thousands of dollars on energy expenses through home energy improvements and new, efficient appliances. MiHER, administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), includes two programs: the Home Efficiency Rebates (HER) and the Home Electrification and Appliance Rebates (HEAR). Across the two programs, eligible households can receive up to $34,000 in rebates. 

Zero Emissions Plan

Executive Directive 2023-5 requires the Department of Technology, Management & Budget (DTMB) to, in consultation with the Department of Environment, Great Lakes, and Energy; the Michigan Infrastructure Office; the Michigan Public Service Commission; Michigan DOT; and the Office of Future Mobility and Electrification (collectively, “the agencies”), establish policies to promote the immediate use of zero-emission vehicles (ZEVs) in the state’s fleet and achieve the following minimum targets:

1. Conversion of light-duty vehicles in the state fleet to ZEVs by 2033; and
2. Conversion of medium- and heavy-duty vehicles in the state fleet to ZEVs by 2040.

This Zero Emissions Plan (ZEP) outlines actions to be performed that will ensure directives are met and progress is made to reach target goals. The plan will be updated annually to report progress and address changes in vehicle and infrastructure technology.

In order to address the governor’s directive, DTMB called together the agencies named to develop the ZEP, as well as to draft a project plan to identify specific tasks to reach the goals. Subsequently, four work groups plus Vehicle and Travel Services staff were identified to focus on specific topic areas. A benefit of this broad coalition of state agencies will be knowledge sharing and contact with multiple communities already focused on reducing emissions.
