Funding Opportunity Announcement: Commercial, Industrial & Agricultural (CI&A) FY24 Grant Program

The Maryland Energy Administration (MEA) is offering the Commercial, Industrial & Agricultural Fiscal Year 2024 Grant Program (CI&A FY24 Program) to Maryland commercial, industrial, data centers, non-profits, and farms and other agricultural entities. Both new construction and existing facilities may be considered for grants to defray the cost of improvements resulting in energy performance that exceeds current codes or standards. Applications are accepted on an ongoing basis until funding is fully awarded or until March 22, 2024 at 5 P.M., whichever occurs first

The Commercial, Industrial & Agricultural Fiscal Year 2024 Grant Program (“CI&A FY24 Program” or “Program”)
incentivizes investments that reduce energy waste and, where applicable, displace fossil-fuel use in
Maryland-based commercial, industrial, and agricultural facilities. For manufacturing and agricultural activities,
eligible investments represent equipment that consumes less energy to perform intended work, thus reducing
costs per unit or per hour, both currently and as production levels grow. Similarly, energy improvements to
commercial, institutional, office, and multifamily facilities reduce the volume of energy needed to sustain
occupant comfort and to meet safety or regulatory requirements. Greenhouse gas emissions are reduced
proportionately with energy savings and with the displacement of equipment dependent on fossil fuels. MEA
welcomes proposals for existing facilities or for new construction that result in higher energy efficiency
performance compared to alternatives performing at prevailing basic codes or standards. Grant award values will
defray the installed cost of high-performance energy improvements.

Drafted Building Energy Performance Standards

The purpose of this action is to create the Maryland Building Energy Performance Standards (BEPS) as required by the Climate Solutions Now Act (CSNA) of 2022.  See, in relevant part, Title 2, Subtitle 16 of the Environment Article, Annotated Code of Maryland. The goal is to reduce direct greenhouse gas (GHG) emissions and improve overall energy efficiency from Maryland’s building sector for certain buildings that are 35,000 square feet or larger. The regulation requires covered building owners to measure and report data to the Maryland Department of the Environment (MDE). The regulation further requires that covered building owners meet specific net direct GHG emissions. The regulation also contains record keeping and reporting requirements for electric and gas companies and district energy providers.

Maryland Solar for All Program (MSFAP)

The Maryland SFA Program assembles a coalition of government, industry, utility, academic and non-profit organizations aligned with intention to achieve the outcomes desired with the use of these federal funds. Efforts related to the initiative proposed will focus on mobilizing capital, facilitating workforce preparedness, and building capacity with and for low-income, underserved, and disadvantaged communities to access the benefits of solar energy. Investments will serve both single and multi-family residential properties, reducing the energy burden and providing ownership opportunities for qualified eligible households in the state.

The purpose of the Commission is to advise the Secretary of the Department of the Environment, the Baystat Subcabinet, and local government officials on ways to facilitate and accelerate the scale and pace of implementation of green and blue infrastructure projects in the state.
