HB 373: Maryland Transit Administration - Transit-Oriented Development

Transit Oriented Development legislation​ defines TOD as a transportation purpose to allow the use of state transportation funding to support TOD. The legislation also designates TOD sites to facilitate public and private collaboration to achieve tangible results. 

HB0049/CH0844: Building Energy Performance Standards - Alterations and Analysis

This bill amends the state's Building Energy Performance Standard program. The bill establishes an alternative compliance pathway for building owners, develops a crediting system for onsite generation of renewable energy, and allows for additional flexibilities and exemptions for building owners.

Heating Fuel Provider Reporting Program

The Maryland Department of the Environment proposed a new rule requiring natural gas and heating fuel providers to report monthly deliveries by county beginning in 2026. The Heating Fuel Provider Reporting Program is the first step in implementing Governor Moore's 2024 Executive Order to establish a Clean Heat Standard to cut emissions and promote clean air. In addition, the program would inform the statewide greenhouse gas inventory as some federal data may no longer be publicly available.

This order approved a pilot program across the four investor-owned electric utilities (BGE, Pepco, Delmarva, and Potomac Edison) in Maryland. Maryland’s largest electric cooperative (SMECO) was separately approved to run a public-charging pilot program.

RM87 - DRIVE Act—Vehicle-to-Grid COMAR 20.50.02 and 20.50.09

On October 30, 2024, the leader of the PC 44 Interconnection Work Group (“Work Group”) filed draft regulations with the Commission pursuant to Order No. 91218. 2 The draft regulations would provide expedited processes to interconnect bidirectional electric vehicle systems–Vehicle-to-Grid (“V2G”)–and ensure that electric companies have adequate time to
ensure electric system reliability in advance of these interconnections. Accordingly, the Commission hereby initiates an Administrative Docket, RM 87, to consider the proposed revisions as provided by the Work Group.

On June 11, 2025, Chair Hoover moved to amend the authority line for COMAR 20.50.09 by adding Public Utilities Article, §7-1004, Annotated Code of Maryland to read: “Public Utilities Article, §§2-113, 2-121, 5-101, 5-303, [and] 7-306, 7-306.2, and 7-1004, Annotated Code of Maryland” and to finally adopt the following draft regulations as published in the Maryland Register on April 18, 2025, inclusive of any non-substantive changes necessary to conform to COMAR drafting requirements.

Establishes requirements for vehicle-to-grid system interconnections in the state.

Allows an electric company to delay interconnection of a V2G system to provide adequate time to ensure electric distribution system safety and reliability in advance of vehicle-to-grid interconnections pursuant to applicable requirements.

Interconnection agreements shall require adherence to UL 1741.

To ensure safety, reliability and V2G functionality for alternative current V2G Systems, the regulation outlines two acceptable certification pathways for which only one certification pathway shall be required in an interconnection agreement.

Bidirectional charging systems used for backup power are not routed through a lengthy interconnection study process; customers using bidirectional charging systems only when islanded from the grid need to notify the utility of the existence and location of the backup power system. Customers using their charging systems in bidirectional mode when operating in parallel with the grid must move through the utility interconnection process to ensure safe and reliable grid operation.
