Executive Order 01.01.2024.19: Implementing Maryland's Climate Pollution Reduction Plan

Executive Order 01.01.2024.19 directs a whole-of-government approach to address climate change, including:

- Climate Implementation Plans: Agencies must submit plans by November 1, detailing steps and timelines. Plans must also consider Justice40 goals, initiatives, and funding to more comprehensively advance environmental justice.
- New Emissions Standards: Directs the Maryland Department of the Environment to propose regulations for zero-emission heating equipment and clean heat standards, and to work with RGGI states to establish a new regional cap for carbon dioxide emissions from power plants that align with Maryland and partner states’ 100% clean energy goals.
- Clean Energy: Directs the Maryland Energy Administration to establish a framework for a clean energy standard to achieve 100% clean energy by 2035 and directs the Maryland Department of Transportation to undertake several measures to promote clean transportation. 
- Governor's Subcabinet on Climate: Established to unify efforts and report progress annually.

New State Agreement to Accelerate Inclusive Development Opportunities Around Transit Stations

Maryland Department of Housing and Community Development Secretary Jake Day and Maryland Department of Transportation Secretary Paul J. Wiedefeld signed a memorandum of understanding to advance Maryland’s transit, economic development, housing, and climate goals. The agreement will help make Maryland more affordable by prioritizing the resources and capacities of the two departments to accelerate the construction of development that catalyzes dense, mixed-use and mixed-income development within a half-mile of transit stations, also known as transit-oriented development. This effort is also a critical component of Maryland meeting its climate goals.

The interagency agreement formalizes an existing partnership and a commitment to collaboration on efforts to create more affordable housing near transit stations. It specifies areas for collaboration between the two departments, including legislative proposals, application development and funding consideration, housing and transit advocacy and partner outreach. Specifically, it gives priority to transit adjacent sites and MDOT joint development projects in funding programs that the Department of Housing and Community Development oversees. That means more housing, particularly affordable housing, where it is needed most – next to high-quality transit assets.

Under the agreement, the Departments will work together to evaluate potential joint development opportunities at MDOT transit stations, and advance projects that will spur economic development around transit stops and create more housing opportunities for Marylanders. The agencies will coordinate on legislative proposals to advance the transit-oriented development efforts and collaborate in the application for federal funding.

Penn Line Transit-Oriented Development TOD Strategy Plan

The Maryland Department of Transportation in partnership with the Maryland Economic Development Corporation (MEDCO) today announced a new strategy to spur development along the MARC Penn Line, laying out a vision for denser, mixed-use communities around transit hubs between Washington and Baltimore. The Plan provides a blueprint for unlocking economic opportunities at six train stops in the corridor with potential to create thousands of new jobs and yield more than $800 million in tax revenue for the State over three decades. It will help drive economic growth in underserved communities, in line with the efforts of the Moore-Miller Administration to advance transit-oriented development statewide.

The Penn Line Transit-Oriented Development (TOD) Strategy Plan presents market insight and recommendations for the development of 170 acres of undeveloped State-owned land around Penn Line stations, highlighting opportunities and challenges for public and private investment at Seabrook, Bowie State, Odenton, BWI Airport, Halethorpe and West Baltimore. Longer-term opportunities are also identified at the four stations north of Baltimore Penn Station: Martin Airport, Edgewood, Aberdeen and Perryville.
