Efficiency Maine Trust’s Triennial Plan VI

The Plan outlines Efficiency Maine’s strategy for implementing energy efficiency programming in the state through technical support, incentives, and information dissemination. By 2028, the Plan is expected to heat 38,000 homes with heat pumps, weatherize 9,000 homes (6,500 low-income), reduce summer peak grid-load by 137 MW, and save customers an average of $600 per year on their heating bills.

LD 585

Maine Governor Janet Mills signed LD 585, allowing the state to use Regional Transmission Organization (RTO) payments to fund electrification measures — such as heat pumps and electric vehicles — that reduce electricity rates in the state.


Maine Won't Wait: A Four-Year Plan for Climate Action

The updated Maine Won't Wait advances many of the goals of the 2020 report, with a sharpened focus on affordability of power for Maine people and businesses in the transition to clean energy, recalibrating electric vehicle goals in response to post-pandemic market changes, and striving to ensure that all Maine people have access to climate action, investments, and opportunities. It includes new goals for managing the climate impacts of waste, supporting land use planning to advance climate goals, and building more energy-efficient housing, as well as additional strategies to prepare communities, people, and infrastructure for increasing weather events like flooding and sea level rise.

Title 5 §25001 Establishes the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal populations

The Maine legislature created the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal Populations.

The Commission seeks to “promote, implement and coordinate programs that create and improve opportunities and incorporate the goal of eliminating disparities for historically disadvantaged racial, indigenous and tribal populations in Maine.” Membership on the Commission includes a representative from each of the federally recognized Indian tribes in the State and other specific appointments.

Maine Grants $2.1 Million for preserving working waterfronts

Maine Legislature approved $2.1 million in funds for working waterfront protection. The Working Waterfront Access Protection Program (WWAPP) funds given to winning proposals can be used to purchase property dedicated only to commercial fisheries or aquaculture use. Mixed-use properties must be clearly defined in support of a commercial fishing operation.

The Working Waterfront Access Protection Program is aimed at protecting those coastal
waterfront lands that have the facilities, capacity, and services needed to support
commercial fisheries and aquaculture businesses and the activities essential to the long-term
future of this economic sector. These include commercial fishermen, aquaculturists, and
the individuals and businesses providing services to them, as well as fishing or aquaculture
cooperatives, and municipal and private piers and wharves that provide waterfront access
to commercial fishermen and aquaculturists. Working Waterfront Access Protection Program funds are used to purchase certain development rights on a given piece of working waterfront property. The purpose of this covenant is to ensure the permanent availability and affordability of the property for use by commercial fisheries activities.

Passage of the Land for Maine’s Future (LMF) Bond in November of 2005 established a
unique working waterfront protection program for projects that protect strategically
significant working waterfront properties whose continued availability to commercial
fisheries and aquaculture businesses is essential to the long-term future of this economic
sector. The Working Waterfront Access Protection Program was created to assist commercial fishing and aquaculture businesses to fill this financial gap when ownership is changing, business owners need to secure their working access, or properties are threatened with conversion out of commercial use.
