Maine Grants $2.1 Million for preserving the working waterfront

Maine Legislature approved $2.1 million in funds for working waterfront protection. The Working Waterfront Access Protection Program (WWAPP) funds given to winning proposals can be used to purchase property dedicated only to commercial fisheries or aquaculture use. Mixed-use properties must be clearly defined in support of a commercial fishing operation.

The Commission seeks to “promote, implement and coordinate programs that create and improve opportunities and incorporate the goal of eliminating disparities for historically disadvantaged racial, indigenous and tribal populations in Maine.” Membership on the Commission includes a representative from each of the federally recognized Indian tribes in the State and other specific appointments.

Solid Waste Management Public Benefit Determination

Maine statutes require a public benefit determination before an applicant may submit an application for a license for a new or expanded solid waste disposal facility. The commission must find that “For a proposed facility or the expansion of a facility, is not inconsistent with ensuring environmental justice for the community in which the facility or expansion is proposed” to approve the facility.

Title 5 §25001 Establishes the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal populations

The Maine legislature created the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal Populations.

Through a competitive application process matching funds are available to assist commercial fisheries businesses, co-ops, municipalities, and other interested parties in securing strategically significant working waterfront properties to protect vital resources that support commercial fisheries. Funds can be used to purchase property dedicated entirely to aquaculture and commercial fisheries use, or for mixed use properties where the portion used to support commercial fishing business can be clearly delineated and its use secured. There is a strong preference for projects that protect and secure the use of existing, established fishing facilities and access sites over projects that involve development of new access sites and facilities.
