LD 1870, Resolve to Assess the Total Cost to the State of Greenhouse Gas Emissions

LD 1870 directs the Maine Department of Environmental Protection to assess the costs to the State of greenhouse gas emissions released between January 1, 1995 and December 31, 2024. The assessment covers the effects of those emissions on public health, natural resources, biodiversity, agriculture, economic development, and flood preparedness. It also calculates, by category, the costs Maine has incurred and is projected to incur from those effects, along with the costs of abating them.

LD 2037 An Act to Update the Regional Greenhouse Gas Initiative Allowances

The RGGI states' updated Model Rule cuts the regional CO2 cap to about 69.8 million tons in 2027, down from 75.7 million under the prior rule. The cap then declines by about 8.5 million tons a year through 2033 and 2.4 million tons a year from 2034 to 2037. The rule adds a second tier to the Cost Containment Reserve and replaces the Emissions Containment Reserve with a higher minimum reserve price.

Maine Wont Wait: A Four-Year Plan for Climate Action

Maine Won’t Wait is a four year climate plan packed with actionable strategies and goals to emit less carbon, produce energy from renewable sources and protect our natural resources, communities and people from worst case scenarios.

The Land for Maine's Future Program is the State of Maine's primary funding vehicle for conserving land for its natural, economic, and recreational value. The program was established in 1987 when Maine citizens voted to fund $35 million to purchase lands of statewide importance. Since that time, the program has administered multiple bonds and general fund appropriations to address identified focus areas. LMF funds a wide range of natural and working lands projects that contribute to Maine's goal of 30% conservation by 2030 established in Maine Won't Wait, the state climate action plan. 

LMF has helped state and local partners to complete projects in all of Maine's 16 counties. Types of land protected include; mountain summits; shorelines of rivers, lakes, and ponds; coastal islands; beaches; forests; grasslands; wildlife habitat; farmland; and wetlands.

The Fund, first announced by Governor Mills in December 2021, was a recommendation of the state’s climate action plan, Maine Won’t Wait, to support community efforts to build climate resilience in Maine.

This dashboard tracks numerical targets included in Maine Won’t Wait to inform the public and help evaluate whether evidence-based adjustments, enhancements or replacements to policies are needed in pursuit of the plan’s climate objectives. Over time, the dashboard will expand to include other key Maine Won’t Wait metrics as updated data becomes available, new programs are established, and state and federal climate investments are realized.

MaineDOT Complete Streets Policy and Procedure

Complete Streets project elements, such as those found in the Federal Highway
Administration’s Proven Safety Countermeasures provide demonstrated safety and
mobility benefits for all roadway users and are an important part of Maine’s
transportation projects.

It is the policy of the Maine Department of Transportation to thoughtfully
consider the needs of all reasonably anticipated transportation system users,
while considering both the context and project scope in the planning, scoping,
design, construction and implementation of transportation improvement
projects and facilities. This policy advances the first goal of the Maine State Active
Transportation Plan: Make prioritized, cost-effective improvements to the on-road AT
network. This policy applies to all projects funded partially or fully by MaineDOT and
whether using state or federal resources. The policy does not apply in cases where a
project includes improvements on a transportation facility where certain roadway
users are prohibited by law.
