Analysis of Delaware's Electricity Distribution Grid

The DNREC State Energy Office (SEO) contracted with Siemens Energy to conduct an analysis of the challenges and opportunities for hardening, modernizing and improving the resilience of the state’s electricity grid.

The Grid Study satisfies the State’s matching contribution required under the USDOE Bipartisan Infrastructure Law section 40101(d) grant titled “Preventing Outages and Enhancing the Resilience of the Electric Grid.”  The study also fulfills the State Energy Office obligation to produce a report required by House Joint Resolution 3 on Grid Enhancing Technologies passed during the 153rd Delaware General Assembly.

Executive Order Number 6: Creating a Complete Streets Policy

Calls for the Delaware Department of Transportation to create a Complete Streets Policy that will promote safe access for all users, including pedestrians, bicyclists, motorists and bus riders of all ages to be able to safely move along and across the streets of Delaware.

The purpose of this DelDOT Complete Streets Design Guide
is to provide design guidance for state, county, and local
transportation staff to create comfortable and viable
Complete Streets transportation facilities. This guide includes
tools and methodologies for designing Complete Streets
in a variety of settings that can be customized to meet the
needs of the surrounding communities and fit local context
to support safer, more connected, and livable communities.
When a street is being considered for Complete Streets
improvements, the localized transportation network should
be reviewed for connections to determine appropriate project
limits. For example, nearby assets such as bus stops, pathway
connections, entrances to a well-used park with recreation
facilities, or other active transportation origins or destinations
should be considered when determining the project limits,
ensuring that facilities are connected when possible.

DelDOT Complete Streets Design Guide

On January 6, 2010, the DelDOT Complete Streets Policy became effective. The policy was a concrete step toward creating a transportation system that provides facilities for biking, walking, and transit to increase safety, reduce automobile traffic congestion, and improve air quality.

Delaware's 2025 Climate Action Plan

In 2021, Delaware published a Climate Action Plan that served as a practical playbook for state agencies, local governments, businesses, and neighbors to make smart, on-the-ground investments. This updated 2025 Climate Action Plan builds on that approach. It aligns with the Climate Change Solutions Act of 2023, which set clear targets — cutting greenhouse gas emissions 50% by 2030 and reaching net-zero by 2050 — and required an all-of-government strategy so every regulation, purchase, and project considers both emissions and resilience. The Act also created independent technical advisors and a new team of agency climate officers to keep our planning grounded in the best science and implementation know-how.

HJR 3 - Grid Enhancing Technologies

This resolution directs the DNREC State Energy Office (DNREC SEO) and the Delaware Sustainable Energy Utility (DESEU) to conduct a comprehensive cost-benefit analysis of GETs across all electric utilities in Delaware. The study shall assess ratepayer costs, technical feasibility, and implementation plans. DNREC SEO and DESEU are tasked with collaborating with the electric utilities, the Department of Natural Resources and Environmental Control, the Division of the Public Advocate, and other interested stakeholders and must submit a detailed preliminary report of its findings to the Governor and all members of the General Assembly by December 31, 2025, and a final report by July 31, 2026.
