2025-2027 Conservation & Load Management Plan

The Connecticut Department of Energy and Environmental Protection (DEEP) has issued its Final Determination on the 2025-2027 Conservation and Load Management (C&LM) Plan, a comprehensive strategy which guides the priorities, design, and incentives for Connecticut’s energy efficiency and demand management programs. The 2025-2027 C&LM Plan will deliver $2.35 billion in lifetime benefits to Connecticut residents, municipalities, and businesses through a $705 million investment. These programs, known as Energize Connecticut, reduce energy costs by supporting efficient building upgrades such as insulation, air sealing, heating and cooling system improvements, and building controls and industrial process improvements for businesses.

Executive Order 15

Established an Office of Responsible Growth within the Office of Policy and Management, and defines duties for the Office.

Public Act No. 23-207: An Act Establishing a Tax Abatement for Certain Conservation Easements and Addressing Housing Affordability for Residents in the State

Statutorily establishes the Office of Responsible Growth within OPM and assigns it various responsibilities.

The Office of Responsible Growth is established by C.G.S. Section 4-66dd as a successor to Executive Order #15 to coordinate state planning efforts around land and water resources and infrastructure improvements to support the creation of livable, diverse, and economically strong communities while protecting our natural, economic, social, and cultural resources for the benefit of current and future generations.

Amongst its programs and responsibilities, the Office prepares the Connecticut Conservation and Development Policies Plan and administers the Responsible Growth and Transit-Oriented Development grant program.

Public Act 07-7

This bill authorizes state general obligation (GO), special tax obligation (STO), and revenue bonds. The bill authorizes $ 5 million in GO bonds in FY 08 for DOT to establish a transit-oriented development pilot program. 

The Responsible Growth and Transit-Oriented Development (RGTOD) Grant Program provides funding opportunities to eligible applicants for projects that foster transit-oriented development, as defined in Section 13b-79o of the Connecticut General Statutes, and/or projects that demonstrate responsible growth through their consistency with the Conservation & Development Policies: The Plan for Connecticut.

This Program began in 2015 as a TOD Planning Grant and was expanded in subsequent years to include construction/implementation projects as eligible activities, and to add the broader responsible growth component.

While the term “responsible growth” is not defined in statute, under this program it is generally considered to be an increased focus on the use and reuse of places where private and public investments made by previous generations can foster long-term growth of the state's economy while protecting the state's distinctive natural resources, landscapes, and landmarks for the future, and providing a high quality of life for the present.
