Executive Order No. 21-3

Calls for 23 actions, proposed by the Governor’s Council on Climate Change in its January 2021 report, that cut across state agencies and sectors in the following areas: Buildings and infrastructure; Clean transportation; Community climate resilience; Health, equity, and environmental justice; Jobs and the economy; and Natural and working lands. The actions include affordable heating and cooling for residents and businesses; building codes; a statewide battery electric bus fleet; shovel-ready resilience projects; regulating emissions from medium and heavy-duty vehicles; and increasing resilience and carbon sequestration in forests and agriculture. It also establishes Connecticut’s first Office of Climate and Public Health, the first Connecticut Equity and Environmental Justice Advisory Council, the first Connecticut Clean Economy Council, and continues the work of the Governor’s Council on Climate Change.

The DOT shall cease purchasing or providing state funding to third parties for the purchase of diesel buses by end of 2023. DOT shall create an implementation plan which identifies any barriers to full bus fleet electrification.

CPRG Implementation Grant: Clean Corridor Coalition

The Connecticut Department of Energy and Environmental Protection, along with coalition member States New Jersey (lead applicant), Delaware, and Maryland, collectively received over $248 million in EPA Climate Pollution Reduction Grant (CPRG) Program Implementation Funds for the Clean Corridor Coalition, a project to deploy electric vehicle charging infrastructure for commercial zero-emission medium- and heavy-duty vehicles on the Interstate-95 freight corridor and adjacent roadways. This project will collectively:

- Develop approximately 20 freight truck charging infrastructure sites, including an estimated 148 ports suitable for overnight use, 164 fast charging ports, and 138 ultra-fast charging ports to advance the electrification of a national priority freight corridor and create a high-impact early deployment area for zero-emission freight.
- Leverage the U.S. Department of Energy-funded analyses to strategically deploy funding and build on a demonstrated history of leadership on ZE-MHDV deployment and multi-state collaboration amongst the coalition states.
- Implement a workforce development program to train 400 workers in the construction, operation, and maintenance of heavy-duty vehicles infrastructure.
- Create opportunities for low-income and disadvantaged community members to receive specialized workforce training with a direct path towards high-quality employment.
- Drive transformative emissions reductions in a difficult-to-decarbonize sector and provide an example of success that can be replicated across the country.

CPRG Implementation Grant: New England Heat Pump Accelerator

The Connecticut Department of Energy and Environmental Protection (lead applicant), along with coalition member States Maine, Massachusetts, Rhode Island, and New Hampshire, collectively received $450 million in EPA Climate Pollution Reduction Grant (CPRG) Program Implementation Funds for the New England Heat Pump Accelerator Coalition. This coalition will leverage the power of a multi-state market to rapidly accelerate the adoption of cold-climate air-source heat pumps, heat pump water heaters, and ground source heat pumps in single-family and multifamily residential buildings across the region. Through this effort, the coalition will collectively: 
- Install nearly 580,000 electric heat pumps with the goal of heat pumps reaching at least 65% of residential-scale heating, air conditioning, and water heating sales by 2030 and 90% by 2040.
- Provide training for contractors to integrate electricity into existing manufacturer and distributor training and ensure quality installation of electric heat pumps. 
- Improve indoor and outdoor air quality, lower energy costs and energy burden, improve housing quality and comfort, and create local well-paying jobs. 
- Allocate 40% of funding to low-income and disadvantaged communities. 
- Provide incentives at the distributor level in an attempt to create a greater shift in market behavior.

Two of the Connecticut Green Bank's flagship financing offerings for homes and commercial buildings expanded to include projects related to climate adaptation, resiliency, and water infrastructure. These additions allow home- and building-owners to protect their properties against extreme weather events and potential losses from climate change. The new measures added to the Smart-E and C-PACE programs are among the first steps forward in the Green Bank’s environmental infrastructure scope expansion, which applies the green bank model of leveraging public capital to attract multiples of private investment.
