Guam Priority Climate Action Plan

Guam’s Priority Climate Action Plan (PCAP) aims to enhance the island’s resilience to climate change by establishing a baseline greenhouse gas (GHG) inventory for priority sectors and outlining key GHG reduction measures needed to achieve Guam’s climate goals. The PCAP includes a benefits analysis for each reduction measure and a review of the authorities responsible for implementation. Its main objectives are to improve understanding of current and future GHG emissions in Guam, prioritize actions that reduce emissions affecting livelihoods, adopt and implement ambitious policies and programs, promote climate change resilience across all sectors, and reduce climate pollution while building a clean energy economy that benefits all, provides new workforce training opportunities, and addresses environmental injustices affecting Guam’s most disadvantaged communities.
