SB 23-285, Energy and Carbon Management Regulation in Colorado

This changes the name and mission of the Colorado Oil and Gas Conservation Commission (COGCC) to the Energy and Carbon Management Commission and broadens the Commission's regulatory authority to include the regulation of deep geothermal resource operations and intrastate underground natural gas storage facilities. This will facilitate the development of geothermal electric generation, complementing the investment and production tax credits in HB 23-1272. The bill also directs a study of hydrogen pipelines and hydrogen storage.
